GROWTH TRENDS OF ADMINISTRATIVE ORGANIZATIONS IN CONTEXT OF PUBLIC ADMINISTRATION REFORMS

Summary/Abstract: The state of Bosnia and Herzegovina, if it wants to keep pace with modern democracies, as one of the essential reforms, needs to implement administrative reform. This is, at the same time, one of the priority tasks in the process of joining the European Union. However, little or no work has been done in that direction. Administrative reform is cause-and-effect and tied to almost all other key reforms. This is another major reason to pay due attention to this project. The basic thesis is that Bosnia and Herzegovina needs to implement administrative reform, which will ensure the functioning of the state and stability in accordance with democratic norms and principles. In that context, the state should enable a decent level of meeting the needs and interests of citizens, ie. an easier life and a secure future for all. This can only be done by creating and implementing public policies aimed at solving specific socio-political, economic, social and other problems. All basic methods were used in the research, and methods of analysis (content) of documents and case study methods (case study) were used to prepare data. The general conclusion is that the application of scientific methods should be used to gradually establish the phase of administrative reform. In order to reform the administration, it is necessary to perform complex tasks and fulfill numerous roles. These tasks and roles are performed by the existing management and professional structures in state organizations and institutions, but special services and teams are created to perform certain tasks and duties, which must be professionally trained and master sets of relevant information.
