Summary/Abstract: Fertility policy refers to a country’s or region’s governmental attitude towards the fertility behaviour of the population based on the comprehensive strategic interests of the society, economy, politics, resources, and ecological environment, while taking into account the acceptance of the majority of people. Since the founding of the People’s Republic of China, its population fertility policy has undergone the evolution from free birth through restriction to fertility encouragement, which embodies dynamic and pluralistic characteristics. Compared with China’s continuously adjusted fertility policy under the socialist system, Bulgaria consistently pursued a policy of encouraging fertility and achieved positive results. Bulgaria’s successful experience can provide a reference point for China to stimulate fertility.
