Summary/Abstract: The article analyses the transposition of the EU's Bird and Habitats Directives and the related designation of Natura 2000 sites in Slovenia in terms of adaptation pressure and the elimination of legal, institutional and policy misfits. The conceptualisation of a misfit and adaptation pressure is followed by focusing on the process of designating Natura 2000 areas. Due to the complexity of the process and the shortage of suitable expert knowledge needed for designating areas the process was characterised by technocratic procedures, including the important role of epistemic communities. Yet one important question remains: are expert-based decisions and communications with different stakeholders adequate substitutes for democratic procedures and a way of reducing conflict? The article analyses the formal and informal networks of Natura 2000, identifies the roles played by certain actors and seeks to identify the reasons for differences seen between the two networks.
