Atmospheric Pollution in Romania in the Context of New Actions on Combating Climate Change

Summary/Abstract: Recently, the European press publicly announced that the negotiators of the Council and the European Parliament have reached an interim political agreement which will be reflected in the European Legislation and which stipulates that the EU will become climate neutral by 2050. To achieve this goal, a collective target of a net reduction in greenhouse gas emissions (emissions after absorption deductions) of at least 55% by 2030, compared to 1990, has also been set. The transition to climate neutrality requires changes in all policies and a collective effort of all sectors of the economy and society, as the Commission points out in its report named „European Green Pact”. Despite these unprecedented challenges for the European space, this paper aims to analyze the steps taken by Romania in terms of legal protection of the atmosphere and prevention of pollution by emissions of agents with harmful effects on the health and lives of humans and other living things. At the same time, the public policies undertaken by Romania are analyzed and materialized in the most recent document adopted by the Romanian Government, namely the Integrated National Plan in the field of Energy and Climate Change 2021-2030. It was adopted in February 2021 and submitted to the European Commission for analysis. It made a series of major comments on the document, stating that there was no sufficient information that was provided on air quality and the interaction between air quality and air pollution policies. According to the Plan, it is desired an increase in bioenergy, but the European Commission considers that this would negatively impact air quality and the impact must be analyzed. The observations also show that Romania has not set a specific target for reducing emissions in the transport sector, which is why it is estimated that emissions from transport will increase in the scenario proposed by Romania. Therefore, according to the European Commission, Romania does not have a viable national air pollution control program.
