Examining the Quality of the Open Education System in Higher Education: A Mixed Method Research

Summary/Abstract: The aim of this research is to determine the perceptions of the instructors and students about the quality of the open education system and the problems of the system, and to make suggestions for the development of the system based on the opinions of the individuals in the system. The parallel design, which is one of the mixed method designs in which quantitative and qualitative methods are used together, was used in the research. The sample of the quantitative part of the research consists of 1191 students studying in open education. The study group of the qualitative part consists of 32 students studying in open education and 10 lecturers working in open education. Closed-ended questionnaire method was used in collecting quantitative data, and open-ended questionnaire method was used in collecting qualitative data. Statistical analyzes such as frequency and percentage were used in the analysis of quantitative data, and descriptive analysis method was used in the analysis of qualitative data. In the findings of the research, four main findings were obtained: for the quality of the open education system, for the development of the system, for the quality standards, and for the accreditation of the system. As a result of the research, the aspects that need to be developed in the open education system, the quality standards and the advantages of accreditation in open education were determined according to the views of the participants. Policies for quality assurance should be developed by both open education higher education institutions and YÖK. In order to ensure quality, the standards applied in the world should be examined and an appropriate evaluation system should be established. Standards should be determined in ensuring quality in open education and supervision and monitoring policies should be developed for their implementation.
