Summary/Abstract: The article proposes an analysis of micro-intentional and macro-structural actions in the field of long-term care services in Romania, with emphasis on human resources training at the top level. These are all four social constructs launched by Marshal (2005) in his research on the old course, with an extension of the possible choices of human resources in long-term care. These are highlighted both as self-declared training needs and from the perspective of legal and administrative regulations. The analysis correlates the changes that have led, in the last decades, to a significant change of the traditional Romanian model of intergenerational care of the family with the care in institutional public or private services. The article highlights realities but is and can be a reference document for people or institutions involved in (re) thinking about the training offer. An innovative model for leading human resources at European level is presented to obtain the Certificate recognized by the European Network on Aging. The conclusions converge on the need to update both the procedures and criteria for recruiting management staff and the use of a European training offer in the initial and in-service training of top managers in long-term care.
