Summary/Abstract: Recently adopted constitution of Russia is derived out of the proposal of the President of Russia, who, after dissolving the Parliament, was the only state organ (in addition to his Government) remaining in power. Both in terms of the way of enactment and of content, this Constitution represents the break with the continuity of Soviet constitutionality during past several decades. Most of its provisions are dedicated to human rights, whose declaration is stated after the fundamental provisions. Russian Federation and corresponding relations within it are not regulated in a wholesome manner, and there are many lacunae and generalities, while state organization (the President of Russia, the Federal Parliament, and the Government) has a central position in the text. This is characteristic for this act. Judicial power is regulated in a rather fragmentary way, while local government provisions are too general and principleenumerating, almost in a "professorial way". The changes of the Constitution are affected according to various procedures, which is a consequence of articular significance given to fundamental provisions and those covering human rights and the procedure of amending the Constitution. Deciding on the changes is the particular constituent assembly. In the history of constitutions, the Russian Constitution will remain characteristic as to the position and powers of the President of Russia, since these make its principal institution.
