Summary/Abstract: On completion of the state unit on 1st December 1918, Romanians found themselves in front of a major challenge to strengthen the unified Romania: the legislative unification. The establishment of a unitary legal framework was absolutely necessary for the normal conduct of public life in a sovereign state.
