Summary/Abstract: Member states of European Union are among the most developed countries whose population, commerce and administration use internet extensively in their own affairs. Concerning cyber attacks, several documents have been adopted on the EU level within the fight against cyber crime. The most significant among them is the Framework Decision on attacks against information system of 2005. After the internet attacks on Estonia in 2007 and Lithuania in 2008, the emergence of Conficer and Stuxnet computer worms as well as the entry into force of the Lisbon Treaty, the European Union decided to respond to the new challenges by announcing a Proposal for a Directive on attacks against information systems.
