Summary/Abstract: The Lisbon Treaty has been the basis for the emergence of the European External Action Service (EEAS), which is by its role directed towards a more coherent common EU foreign and security policy and enhancement of the European role and power in a changing world. This paper presents the organizational potential for accomplishment of the EEAS. But, some ambiguous provisions and arrangements can potentially create practical tensions among the EU institutions. Regardless, the main tension in the field of foreign and security policy, as one of traditional areas of states sovereignty, has remained between powers of EU bodies and competences of its member states.
