Legal framework of the new common agricultural policy of the European Union

Summary/Abstract: The aim of this study is to determine by the method of text analysis and present the most significant legislation which regulates the Common Agricultural Policy of the European Union, intended for implementation from 2014 to 2020. It was determined that the most significant legal acts that formulate the Common Agricultural Policy are: Regulation (EU) No 1305/2013 of the European Parliament and of the Council of 17 December 2013 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD); Regulation (EU) No 1306/2013 of the European Parliament and of the Council of 17 December 2013 on the financing, management and monitoring of the Common Agricultural Policy; Regulation (EU) No 1307/2013 of the European Parliament and of the Council of 17 December 2013 establishing rules for direct payments to farmers under support schemes within the framework of the common agricultural policy and Regulation (EU) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 establishing a common organisation of the markets in agricultural products. In addition to the above, the legislation which governs the system of quality of food and agricultural products, as well as the legislation on organic production are of great importance for this EU policy. In the coming period the Republic of Serbia should harmonize its legislation with the legal framework, primarily the Law on Agriculture and Rural Development and the Law on Subsidies in Agriculture and Rural Development, both with the appropriate by-laws.
