Summary/Abstract: The paper Provisions of the Council of Europe resolution on juvenile delinquency and social change No. 62 from 1978 will be presented. Although it is a somewhat older document, this Resolution is important because it represents a basic document which sets out the basis for the creation of a unified policy of European countries for combating juvenile delinquency in order to create a safer society. These provisions will be analyzed in the context of creating a common European policy to combat juvenile delinquency. This is an important prerequisite for the creation of a truly secure society in which all members can fully achieve their potential. This is particularly important bearing in mind the nature of the Council of Europe, as a regional organization and its role in international relations.
