A new EU guide on state aid for rescuing and restructuring firms in difficulty

Summary/Abstract: The European Commission revised its earlier Community guidelines on state aid for rescue and restructuring firms in difficulty in 2014. The new Guidelines aim to ensure that public funding is directed where it is most needed and that investors in unsuccessful companies bear their fair share of restructuring costs rather than leaving the burden on taxpayers of the Member States in which they operate. The adopted rules apply only to non-financial firms in difficulty. This paper analyzes the specific solutions contained in the new Guidelines.
