Summary/Abstract: Happiness is a concept human being was concerned with from the very beginning of its culture. Regardless such position as poets, playwrights, philosophers and even politicians, theirs was a common state of certain "anxiety". On social plan, "solving the matter" meant "relying" the concept to good – governance. To what extent the right to happiness has been achieved is ultimately reflected by the entire development of the history of mankind.
