Summary/Abstract: Author tries to show the importance of the Council of Ministers as executive authorities and its transformation in the Bosnia and Herzegovina’s state government. In this context special attention is paid to relationship the Council of Europe Resolution 1384 (2004) on strengthening of democratic institutions in Bosnia and Herzegovina for the purpose of modern organization of the Council of Ministers of Bosnia and Herzegovina. Moreover, the state government is responsible for implementation international standards of the Council of Europe and for solving priorities of European partnership on the Stabilization and Association Agreement with the European Union. This is done in the moment when Bosnia and Herzegovina tries to adopt constitutional and legislative reforms of the Council of Ministers. On this basis, possibilities of enlargement of his own competence in the area of internal security and economic and social functions are analyzed. In the last part of this article, the author gives a critical analysis of some aspects in ethnic organization of the Council of Ministers of Bosnia and Herzegovina as the starting point of this article.
