Summary/Abstract: When all the votes cast in parliamentary elections are counted, President Vladimir Putin will have what he said he wanted: a consolidated Duma which will almost certainly provide strong support for the president. Putin can now look forward to a second term in office in which he would enjoy more power than any Russian president since 1991.
