Summary/Abstract: Aim: To describe the specifics of outcomes measurement in health care and to discuss important issues related to their economic assessment. Material and Methods: Analytic study based on literature review and content analysis of guidelines for economic evaluation of heath care programs was performed. The specifics and challenges of outcomes measurement in health care were discussed. Results and Discussion: The ways of identifying, measuring and evaluating health outcomes were systematized and analyzed - from a medical point of view (health improvements) and in monetary units. Special attention was paid to the issue of comparability of different measures. In addition to the absolute value of health, ways to assess the productive benefits of person’s return to work as a consequence of improved health were discussed. Conclusion: There are important methodological issues of outcomes measurement in health care determined by the object of the analysis. They should be taken into consideration both in the process of assessment and appraisal of healthcare outcomes in order to improve the overall effectiveness of the system.
