Summary/Abstract: The problem of ensuring stability and order constitutes the basis of the political thoughts of Thomas Hobbes. It is possible to argue that the main issues of realism are shaped around the same problematic area. On the other hand, the fear category has an important place in the political perspective of Hobbes. The phenomena of fear, stability, and order appear clearly in the international system in an anarchic setting where everyone is at war with everyone. States prioritize border and individual security, order and stability in their internal dynamics from the perspective of the applicability of laws. This priority is a desirable rational move in Hobbesian Analysis. No doubt, the desire for rational action, which is at the core of realism, is quite logical from this perspective. Right at this point, the main discussion question is that the absolute sovereign in the political thoughts of Hobbes does not exist in the international relations system. The anarchic structure of the system facilitates the foreign policy strategies of states to act more flexible and in agreement with current conditions. All these issues make up the subject and main problematic area of our study.
