Summary/Abstract: Belarus’s participation in the ENP is limited compared to other Eastern neighbours of the EU. The main reason for this is Belarus’s multi-vector policy toward the EU and Russia. The EU factor affects Belarus’s distance from the EU’s democratic norms and values, which leads to Belarus’s isolation from the ENP. The Russian factor shapes Belarus-Russia relations and also Belarus’s standing in the ENP, which has positive implications for the EU-Belarus relations.
