Summary/Abstract: The aim of this study is to understand the development of the new economy (commonly referred to as the Digital Economy) and to evaluate Turkey’s public institutions’ budget policies in this context. The Presidential Government System which establishes the president’s executive duties was announced in 2017, and its implementation began in 2018. This new system has affected the organizational structure of public institutions and the associated budgetary policies in Turkey. In this study, we evaluate the budgetary policies of institutions whose organizational structures have changed or were newly established. The budgetary data for the 2008-2017 period represents performance pre-presidential government system establishment, and the data for the 2018-2020 period – post the new structure, with the 2018 budget considered to be a transition year. We observe a investment growth into public information communication technology between 2008-2017. Post the 2018 transition, such investment into public institutions has decreased. It can be argued that the most important development to come out of this process is the establishment of the Digital Transformation Office.
