Summary/Abstract: The article looks at the policies and directions for supporting families with children as a priority of social policies at European level and in a national context. Within the framework of the concept of positive parenting, particular attention is paid to poor families, who are targeted with benefits and services related to acquiring knowledge and skills for raising children in order to provide their better physical, mental and emotional development. The barriers encountered by specialists in providing services to families of vulnerable groups are the subject of the analysis. Based on an analysis of a group discussion with specialists from the Community Center for Early Childhood Development and Parental Support „Nadezhda“ in the town of Burgas the following barriers are outlined and classified: barriers in the family environment and in the local community, barriers related to the development of children, as well as restrictions laid down in the project frameworks and related to the providers of integrated services. Factors that facilitate access to families and children from vulnerable groups are also identified as good practices, giving guidances on effective policies at local level.
