Summary/Abstract: This study is an attempt to answer the question about the character, position, and importance of the civic budget procedure in the context of the principles defining the system of local government units in Poland. Is the civic budget procedure a special kind of public consultation, or should it be included, as a specific kind of local referenda, in the regulations relating directly to this form of direct democracy? This study concludes that the civic budget, which demonstrates features of referendum decisions, should ultimately be in the catalogue of tools provided for in the Local Referendum Act – of course taking into account its specific nature. This placement of the civic budget is supported primarily by the results of voting by the inhabitants, which provide binds on local government units.
