Summary/Abstract: This essay proposes an analysis of the state policies, practices and discourses regarding the Roma populations in Albania during socialism, by exploring the notion of apparatus as defined by Michel Foucault (1977). A number of instruments in the form of circulars, measures, orders and strategies were promoted by the authoritarian state to respond to a social problem which, according to official discourse at the time, was created by the Roma community. These elements constitute what I call the “Roma apparatus”. Through an ethnographic investigation among the Roma communities and in the central state archives, this paper analyzes the Roma apparatus, which aimed to discipline and normalize society and the Roma in particular. More specifically, this essay proposes an analysis of various population management instruments, as power techniques, and the effects of such a process on the Roma population.
