Summary/Abstract: The continent of Europe witnessed the Holocaust during Hitler’s Germany, which is one of the greatest human dramas in history. While this unpleasant experience caused by biological racism was not forgotten, Europe had to struggle with xenophobia, another type of racism, since the 1980s. The European Union is carrying out significant works regarding xenophobia, which gains more importance year by year, in both institutional and legal respects, yet these efforts have not resulted in desired outcomes in societies. This forces the Union to take more comprehensive and inclusive steps than in the past for combating this issue.
