Summary/Abstract: States need qualified human resources more than yesterday in order to have a more effective say in today's world. Education is one of the tools they use to increase their qualified human staff. In this way, societies intend to control their future by planning their human resources from the ground up. After the Cold War, Turkey made some changes in its foreign policy, and in this sense, it preferred foreign aid and cultural diplomacy. With this change, it diversified its foreign policy through non-governmental and in-government organizations, and supported its multifaceted and multi-purpose strategies with the Maarif Foundation and similar organizations. Turkey's rich cultural presence increases its soft power capacity, and new institutions and organizations created in this sense make a significant contribution to its soft power capacity. The Turkish Maarif Foundation (TMV), established with the law numbered 6721, is defined as a non-profit foundation working on the basis of public interest. In this study, data collection methods in the form of observation and document analysis about the Maarif Foundation were used by using qualitative research method. During the research process, the events and facts related to the activities of the Maarif Foundation were tried to be analyzed in a holistic way in a realistic environment, and their effects on the societies and geographies in the regions where the foundation operates were examined. Thus, as a soft power element, the role and importance of the Turkish Maarif Foundation in Turkey's international relations has been tried to be explained. It is thought that exploring the depths of the social, economic and cultural structures and systems of the geographies and societies in which the Turkish Maarif Foundation operates, the ties and relations established with these societies will add strength and increase the effectiveness of the Republic of Turkey in a global sense.
