Summary/Abstract: Saudi Arabia launched a comprehensive reform initiative with Vision 2030 in 2016. Thisinitiative has brought about discussions. This article aims to explain the main reasons andexpectations behind the Vision 2030 transformation program. It is argued that the programprovides functional tools to the Saudi government to transform the rentier economy andmaintain its position in the Middle East. In this context, the developments before Vision 2030are discussed, the content is explained, a conceptual discussion about is made, the place ofVision 2030 in the transformation of the rentier economy and its connection with search forbalancing in regional politics are analyzed.
