Summary/Abstract: The Shangai Five, established in 1996 for solving the border problems between China and Russia and expanding security-based cooperation in Asia, with the acceptance of Uzbekistan, became Shangai Cooperation Organisation. It, with the membership of Pakistan and India in 2017, lifted its effectiveness on Central Asia-South Asia. It, which accepted Iran as a member in 2021, showed the importance of the developments in Afghanistan for them and has turned into an organization including neighbors of the country except Turkmenistan that has permanently neutral status in question. Besides, SCO; with Iran, has opened to the Middle East. In this study, the SCO’s Middle East expansion is examined in the context of Afghanistan.
