Summary/Abstract: Humanitarian diplomacy, which is one of the important pillars of Turkey's recent pro-active foreign policy, has become much more important regarding Turkish foreign policy within the Arab Spring that started in 2011. Ankara has intensified its aid activities in different regions, especially in the poor aid-receiving countries in Africa and Asia, and has become a power with a unique importance in this field due to its relevant institutions. In this process, Turkey has tried to realize its foreign policy in Africa and Asia setting human being at the center through aids by its different public institutions and non-governmental organizations (NGOs). Since humanitarian diplomacy is a costly field, it brings a significant burden to Turkey and the NGOs operating in this field as well.
