Summary/Abstract: In this study, the legal measures taken by the International Maritime Organization (IMO) within the framework of "maritime security", which include facilitating global trade by governing natural and humanitarian threats seen at sea and ports, ensuring freedom of navigation, and maintaining ecological balance, are analyzed. These measures, which were taken on an international level after WWII, brought a certain assurance and order to the seas in a way to support the formation of global networks. However, local actors settle for more limited measures against risks and threats at sea singularly, rather than depending on a global network. In this context, it is pointed out that maritime security measures are affected by the power dynamics in international politics, and that there is a variable amount of contribution to global maritime security by the actors who do not show the same sensitivity to these measures.
