Summary/Abstract: The article is devoted to the preparation of teachers for secondary schools in Belarusin the second half of the ХІХ - early ХХ century. The characteristics and main directionsof the state personnel policy in the fi eld of secondary education are presented. It isemphasized that in a given period, the country did not establish a system of higherspecialist pedagogical education for a number of circumstances. The teaching staffneeded for work in gymnasiums, pro-gymnasiums and real schools was preparedboth at universities of the Russian Empire and abroad. The article highlights a largecontribution to the staffi ng of the departments of history and philology and physicsand mathematics of Russian universities, as well as the history and philological institutesin St. Petersburg and Nieżyn which were opened in the period under study. Theorganization of the teaching process in all types of secondary schools was presentedin detail. The research results and conclusions are based on the analysis of archivaldocuments, periodicals and scientifi c literature from the second half of the 20th century
