Summary/Abstract: One of the most used concepts, from 1989 to the present, which can be said to make history, is the concept of "rule of law", which includes in its phrase two complementary components of the law, namely the rule, in which the rule of law as it appears as a structured principle of its fundamental law, and its ideology. This concept is typical of democratic societies and is a counterbalance to the totalitarian state. Hence the various, controversial ideas that if we are talking about "surveillance" we are in the realm of a controlled state, totalitarian, non-democratic or in a democratic state, based on principles that guarantee and protect rights and freedoms. the person. Under these conditions, technical supervision will always be a controversial topic and commented differently, depending on who uses this procedure, who is subject to such a procedure, depending on the usefulness, necessity and opportunity of using it in the context of legal, internal and international. However, this topic is all the more important, as in the field of surveillance techniques there will be multiple actions to upgrade to the new technical-scientific, social and political conditions.
