Summary/Abstract: In the current world digital tools and technologies pose serious threats to the implementation of fundamental human rights such as right to privacy and freedom of expression. Indeed, one’s right of freedom of expression may violate the right to privacy of another. The advent of digital technologies enhanced the tension between these two rights. Even though digital technologies play a key role in promoting freedom of expression and information, their use significantly increased the likelihood of human rights violations and restrictions on freedoms. Digital technologies especially interfere to exercise of the right to privacy, as personal data can be collected and distributed at an unprecedented rate and at minimal cost. At the same time, the application of personal data protection laws and other measures to protect privacy may have a disproportionate effect on the legal application of freedom of expression.
