Summary/Abstract: Domestic politics, international constraints, and opportunities for policy-makers. Scholars have often emphasised the uniqueness of the transformations in East-Central Europe (ECE) after 1989. This was not just a mere democratisation process as witnessed in earlier “waves”1, here it was accompanied by processes of economic transformation and in case of newly independent states, such as the Czech and Slovak Republics, nation- and state-building. These three transformations are strongly interrelated and the successful outcomes of all are seen as interdependent. However, a fourth transformation, applying to all ECE countries has been in process, influencing the other three, although has been largely left out of the transformation literature. This fourth can be simply labelled as the transformation of security.
