Summary/Abstract: Democracy is need to ensure peace and stability in a society. However the establishment of a democratic society is possible with the freedom of the press in the context of freedom of expression. A free press is one of the necessary condition of democracy. Due to its important functions such as informing the public forming public opinion and monitoring the government on behalf of the citizens. In a society where the media is not free, it will not be possible to talk about democracy. This study which deals with the freedom of press in the context of Afghanistan aims to examine the freedom of press in Afghanistan and to reveal its role in the Creation of democracy, which is necessary for ensuring social peace and stability in the country. In this research which is based on the assumption that the press is free and plays an important role in the Building of democracy in Afghanistan. The conceptual framework of democracy and freedom of the press is discussed, and then the historical and legal development of freedom of the press in Afghanistan is examined. Finally the developments in the freedom of the press, both in the legal framework and in practice, the existing deficiencies in the new Administration period established after the 2001 September 11 attacks in the USA are examined in detail. This study is essentially a qualitative study and hypotheses have been tried to be supported with numerical data from time to time. We used the literature review method in the research, books and articles were studied and analyzed.
