Summary/Abstract: In this paper are presented Romanian diplomatic initiatives to Ankara, Belgrad and Athens at the beginning of Second World War. Romania understand to maintain its „free hands”, being firmly convinced to respect „the obligations regarding its friends, deriving from Balkan Entente”. The initiative of a „Neutral Block” was re-initiated, which will include neutral and non-belligerant states from Balkan and Danubian areas. This initiative did not have any succes, in the new international context; through abandoning the project Gafencu confirmed, on one hand, the common views between Roma and Berlin and, on another hand, that the only solution for Romanian foreign policy was to close, much further, the relations with Balkan Entente states. The states from this part of Europe was „prisoniers” between Axis Powers and Soviet Union although they believed, strongly, in the Great Britain and France victory
