Summary/Abstract: Article 130X (Title XVII) of the Treaty on European Union (TEU), provides for the co-ordination of development co-operation policies and for consultation between Member States and the EU on aid programmes. The objectives of development co-operation policy are to ‘encourage the consolidation of democracy within the developing countries, within the framework of a return to political stability.
