Summary/Abstract: There are many management-oriented concepts that affect the public administration system of many states in the world. It is necessary to prevent the use of these concepts without knowing what they mean and to draw attention to the importance of public administration. In this context, bureaucracy, oligarchy and bureaucratic oligarchy are important concepts to be addressed. Oligarchy means a privileged and self-interested group that possesses political power. It is envisaged as an inevitable end that imposes the bureaucratic structures of the states. This dimension of the oligarchy encountered state administrations to the phenomenon of bureaucratic oligarchy. The bureaucratic oligarchy is a threat that negatively affects the governance systems of states. In this context, with this study, it is aimed to analyze the effect of bureaucratic oligarchy on Turkish public administration system, which is envisaged as a threat to the survival of the states. After a conceptual analysis, the relationship between bureaucratic oligarchy and bureaucracy and oligarchy was examined. As a result of the study, it was understood that bureaucratic oligarchy had significant effects on the structure of public administration and new administrative arrangements were made in this direction.
