Summary/Abstract: This study highlights that the challenges facing public sector stability are increasing in terms of the global economic crisis and slow economic growth with regard to global, regional and national aspects. In this respect, the problem of efficient use of scarce public finances and the implementation of new quality management of public expenditures is particularly relevant. The first part of the article examines the effectiveness of public expenditures in a meaningful way, by emphasizing the need for its improvement. The second part empirically analyzes the effectiveness of public expenditures in Bulgaria and the countries that have joined the EU after 2004. It reaches the conclusion that these expenditures are not used effectively enough in the countries surveyed. The necessity for reducing the amount of state expenditures as a percentage of GDP and increasing their efficiency is substantiated.
