The activity of the Albanian local authorities during the monarchy years (1928-1938)

Summary/Abstract: The sources that throw light on the organization and the activity of local governments are numerous and of a genuine documentary and biographic character. This work treats the establishment of the monarchy as a form of governing, as a necessity for the overcoming of the archaic situation, the confusion, the disputes and the dishonest war for power. It is obvious that the greatest responsibility for the organization and the activity of the local governing authorities lies on the Ministry of Internal Affairs, through its function and organization. The reforms of the local government are seen with quite an interest, especially the transformation of village elders' system into a village chiefs' system, and of the regionalities into sub-prefecture and prefecture. The process of the reorganization of the local governing authorities went through continuous changing, dictated by the need to adapt it to the conditions of our country. The reformation of local authorities, was not an aim in itself, but a means in function of the obvious needs for improvement of the services towards community and for the procurement of the income, necessary for the expenses that would cover the population's needs. There is, among others, much evidence and documents attesting for the level of economic development, the progress in the field of economics, especially in the field of the urban society, with all the features and characteristics of a modern society. The investments in public works in the cities are more than obvious. The attraction of several organizations with private initiatives to the investments of action within local authorities, enabled the organization and function of philanthropic associations, which were the pioneers of the functioning of foundations, supported by local authorities. The experience of the local governing authorities, during the period of the Albanian monarchy consituted a great achievement of the entire governing system in Albania, with an obvious disposition towards modern development. This experience needs to be analyzed and recognized as such, in order for it to be applied even in our days, by the local authorities, as it represents our rich tradition.
