Author(s): Dobrinka Peicheva / Language(s): Bulgarian / Issue: 2/2018

Among the most alarming findings for reduced spiritual contacts in contemporary societies, including that in Bulgaria, are those for reduced readership of books. Regularly conducted sociological and statistical surveys during the last decade have revealed a relatively sustainable situation of declining or withholding the amount of readers. National statistical institutes, Eurostat, specialized sociological agencies and specialized foundations are constantly conducting surveys, resulting in more or less grim pictures of the level of reading in many European countries. However, it should not be overlooked that the statistical picture of reading is not always presentеd in the light of the digital age. The metamorphoses through which the book is passing and the transformations in reading habits that have taken place in the digital era require a special research approach attempting to outline both some of the consequences and the causes for the fundamental changes that accompany these processes. This article presents aggregated data from an "expert evaluation" survey of 14 experts participating in the COST Action IS 1404 E-READ (2014-2018) on the attitudes towards modern forms of reading and the future of the book, which has been conducted within the framework of the research project DCOST 01/13 - 04.08.2017 of the National Scientific Fund of Bulgaria. Some of the expert conclusions state that the book in its traditional form will change to a great extent, and that there will be many convergent processes between the traditional and e-formats, as well as among the other media, but as a paper product the book will not disappear, it will become the dominating possession of the intellectual elite.

The Anti-Corruption Action Plan has been developed within the framework of the Coalition 2000 process with the purpose of becoming part of the social agenda as a broadly approved system of measures and actions for curbing the extremely dangerous social phenomenon of corruption. The Anti-Corruption Action Plan gained credit as a document, which was often referred to in Bulgaria and used in other countries as a model for mapping out national anti-corruption priorities. In the words of George Soros, the Bulgarian anti-corruption plan is the most comprehensive and ambitious document of its kind.

Чистота и опасност в медиите. Форми на медиен боклук и стратегии за рециклиране

Author(s): Niya Neykova / Language(s): Bulgarian / Issue: 1/2020

The article categorizes several types of media bullshit, based on three aspects that are embedded in the very definition of “media” and create the contemporary media environment – namely media as a technical device, media as a type of connection (hierarchical or not) and media as a mediator. The functional conception of the media as meaningful to society, enshrined in its very definition, allows one to show what is not pure or what violates public order, that is, media bullshit. The analysis shows three divisions in the contemporary media environment as key elements in the production of media bullshit: inclusion-exclusion (in relation to the definition of the media as a technical device); information-communication (in relation to the media as a type of connection); truth-manipulation (in relation to the media as a mediator).

Читалищата като част от развитието на гражданския сектор в България в периода от 1878 г. до 1944 г.

Author(s): Silvena Bayrakova / Language(s): Bulgarian / Issue: 1/2019

In order to analyse in depth, the process of the present special status of the Bulgarian chitalishta, a look at the past is required to search for historical threads that lead to the reconciliation between their functions as state institutions from the one hand and civic organization ones from the other hand. The article highlights some features of the development of the Bulgarian civil sector and focuses on the chitalishta as the first civic organization with traditions dating back to the Bulgarian nation building period. Two major events in the span between 1878 and 1944 have an impact on the contemporary government policy concerning the Bulgarian chitalishta. Firstly, their consolidation in union in 1911 is initiated by the will of their leaders to coordinate the activities and to form high representation raising the organizational status. Secondly, due to the longstanding efforts of the chitalishte intelligentsia, the first Law to regulate them is passed in 1927, which strongly favours their financial and infrastructural support. This text intends to reveal how the democratic civic associations that have occurred in the context of non-existent national state during the Bulgarian “modernity”, acquire specific social and government-institutional hue that brings forth the prototype of their public duties and functions as a space for civil debate.

The article is based on the outcome of the survey "Dimensions of Reading and Its Perception in the Digital Age"conducted in the period February - March 2018 within the International Academic Program of The European Commission COST Action IS1404 Evolution of Reading in the Age of Digitization (E-READ). These preferences do not have considerable differences determined neither by age, nor by profession. However, the results of the survey outline a clear preference for the traditional reading of print books.

Author(s): Gergana Georgieva / Language(s): Bulgarian / Issue: 4/2018

The introduction of the term “virtual community” is accredited to the American writer, critic, teacher and freelance journalist Howard Rheingold and his seminal book from 1993 The Virtual Community: Homesteading on the Electronic Frontier. He theorizes the virtual communities as “social aggregations that emerge from the Net when enough people carry on those public discussions long enough, with sufficient human feeling,to form webs of personal relationships in cyberspace.” In his book Rheingold reflects on computer-mediated communication based on his own experience with one of the oldest and still functioning virtual communities The WELL (from Whole Earth ‘Lectronic Link), created in 1985. What are the types of the virtual communities and their characteristics and attributes? What is the life cycle of a virtual community and what are the different levels of interaction of its members? What are the main elements of the digital citizenship? Ever since the 90s of the 20th century the definition of the virtual community has been evolving and upgraded by a number of researchers in the field of the new technology-mediated communications. The rapid development of technology and their growing presence in everyday life pose more and more questions in front of theorists and practitioners.
