Despite the legislative and institutional progress, especially in terms of increased transparency and access to data, the public procurement (PP) sector in Bulgaria continues to be associated with high levels of corruption risk. The number of irregularities uncovered by the control bodies remains considerable. At the same time there is a lack of effective investigation, while criminal cases, involving PP, are still very limited and predominantly focused on the lower levels of governance.

Управление на общинските болници и мениджмънт на човешките ресурси в условия на демографска криза

Author(s): Elisaveta Petrova-Geretto,Zlatitsa Petrova,Galinka Pavlova / Language(s): Bulgarian / Issue: 2/2019

The development model of Bulgarian health system particularly over the last decade can be characterized by population decrease, reduced number of working age population, steep reduction of physicians and medical specialists while the number of health establishments, especially hospitals and hospital beds are increasing, patient numbers are increasing, financial means, dedicated to health are increasing annually and sick leave days are also increasing. The changed populations structure and demographic tendencies have strong impact on economic, health, social and educational system in Bulgarian society. Research goal and objectives are to study social risks, which have the highest influence on municipal health system and human resources. Material and methods: Units of research are physicians and medical specialists in 10 municipal hospitals. Participating hospitals were chosen on the principle of regional representation and size of municipality. Valid questionnaires were received from: 112- Management and 183- Physicians and Nurses. Results and Discussion: The survey result analysis suggests that there are the following tendencies: It is essential that healthcare is seen as a service, managed by market principles with social elements and not vice-versa. A serious challenge is the remuneration system used in hospitals- in order to be successful, the system should be correlated to results and justice as adopted by hospital staff. The negative impact of increased mobility of health staff is reflected by reduced opportunities for developing in-depth competencies and career growth.

Управлението на зелената енергетика в България на кръстопът

Author(s): Ruslan Stefanov,Denitza Mantcheva,Nikolay Tagarov,Dobromir Hristov,Valentina Nikolova / Language(s): Bulgarian / Publication Year: 2011

The current report reviews existing policies for energy sustainability in Bulgaria and the EU, the main achievements and challenges in their implementation, and discusses the central issues to Bulgaria’s sustainable development agenda. The report presents a summary of the transition to sustainable development in Bulgaria, and offers policy recommendations for improving the governance of the Bulgarian green energy sector. Achieving security, sustainability, and competitiveness in the energy sector is a daunting task for a union of twenty-seven states, especially since the issue of securing the supply of energy has traditionally been a national matter. In their drive to reach climate change and energy targets during the past decade, European governments have utilized quick fix solutions like turning to nuclear power or replacing coal with gas, thus burdening future generations with nuclear waste disposal and increasing EU’s energy dependence on Russia. Yet, two major events – the gas crisis of January 2009 and the Fukusima nuclear disaster of March 2011 – have reshaped the thinking and rekindled the debate on the ways of achieving energy security and stability of supply in Europe.

Reading involves various processes that range from visual identification of writing to understanding the content and context. The main objective of this study is to fathom out the initial process of learning to read (decoding and comprehension) for students from first and second grade. The following tests were used: rapid serial naming (objects and letters), phonological awareness (manipulation and rhyme), picture vocabulary, decoding of words and reading comprehension. This study found statistically significant differences in all components observed in both age groups – students from first and second grade. Decoding of words has strongest correlation with the rapid naming of letters, phonological awareness and rapid naming of objects. Reading comprehension has strongest correlation with vocabulary size, phonological awareness and decoding of words. There was a statistically significant difference between the sexes in terms of phonological awareness, vocabulary size and reading comprehension.Predictors for the decoding of words for Bulgarian students from first and second grade are: the speed at which they read, rapid naming of letters and their level of phonological awareness. Predictors of the reading comprehension are: vocabulary, ability of segmentation and rapid naming of letters.

In a number of works dealing with cooperative teaching affective domain variables were in focus, while the cognitive domain variables were studied less. In this paper, we try to look on cooperative teaching from the point of conformation of declarative and procedural knowledge. The influence of three modalities of cooperative work in teaching Nature and Society on comformability of students’ declarative and procedural knowledge are experimentally checked. Arranging the students within small homogeneous and heterogeneous groups was the basis for the formation of the applied modalities. The sample consisted of 259 fourth-grade students of elementary school. The experiment was done with parallel groups. The results showed that students in the experimental group had better conformation of declarative and procedural knowledge not only at the final, but also at the subsequent measurings, as compared to the control group. Heterogeneous or homogeneous grouping led to the same conformation of declarative and procedural knowledge. Quality knowledge can not be obtained by accumulation of either declarative or procedural one, but by balancing these two kinds of knowledge, by their conformation. Conformed skills last longer and that is precisely the goal of a successful teaching in general, and not only cooperative teaching Nature and Society we dealt with in our study.

Условия за развитие на икономическите коридори в Евразия

Място и роля на Република България при реализирането на концепцията за изграждане на икономически коридори

Author(s): Ivo Yotsov / Language(s): Bulgarian / Publication Year: 2018

Only a decade ago the world was a relatively peaceful place. Of course, there were many conflicts with varying degrees of intensity and confrontations of a different nature, but they were more of a local nature. Globally, the world has accepted that a global power can independently guide world affairs in a way that fits its understanding. In history, events are repeated without being copied. Sometimes the "actors" are the same, sometimes they are changed, but the main scenario of the "play" remains unchanged. In this sense, human history has witnessed many such attempts, but no one expected the processes of de-globalization begin to develop so dynamically. At the same time, the creation of multiple centers of influence with relevant integration unions and international bodies, accompanied by a change in the balance of power at world level does not mean that the same "play" will not be played again. Nevertheless, the changes are in place and, apart from the purely political aspects they have, their impact on the development of economic relations is of utmost importance because, ultimately, the economy is the base on which society is built. It is difficult, even impossible for small countries to independently influence these processes. This is the reason why the conditions need to be carefully assessed. Thus they can find their place, role and importance and preserve their sovereignty and dignity. Such a thesis may encounter resistance from adherents of one or another center of influence because the lack of impartiality and sometimes strong dependence does not allow an independent assessment of the conditions. This fact would not in itself be of special significance if it did not lead to the inability to make adequate and responsible decisions in which the history of the Bulgarian state has countless examples. It is a fact the deepening of mutual interdependence at the global level, an essential element of which is the economic interaction between the countries. It is precisely this interaction that becomes the cause of a fierce competitive race. On the one hand, this is because the volume of the world product at a given time is limited and every country therefore strives to attract a larger share of it in the channels of its international trade and production chains. On the other hand, economic interaction is becoming the basis for deepening cooperation, understanding and building strong ties in all areas of international relations. The growing globalization of industry and trade, which is more and more characterized by a global territorial distribution of supply chains, is increasingly demanding for transport as part of logistics systems. In this respect, the different means of transportation and the macro-framework, and in particular the transport and communication infrastructure, are constantly evolving to meet the increasing demands. Only with significant qualitative and quantitative changes in these structures is it possible to build and control internationally oriented efficient supply chains. At present, in Bulgarian political circles, there is an underestimation of the dynamics of global conditions, both politically and economically, and the place and role that our country may have in them. This is why the monograph has demonstrated that building a transnational logistic corridor is a key element of strategic importance as it is the basis for the development of international economic relations, further integration and their transformation into economic advantages. The study also presents conclusions on the development of environmentally, economically, socially and politically balanced sustainable transport concepts. The results of this study can be used by authorities involved in developing government policy in the transport sector and by operators to obtain a better assessment of the environment and price formation in transport services and to improve their competitiveness. Proved in the monograph are the following: it is essential to build transnational logistic corridors as a basis for the development of international economic relations, further integration and their transformation into economic; globalization is a major factor in the development of economic corridors; transnational companies are a major player in international economic relations and a factor for development; transport corridors are the physical basis for building and developing logistics and economic corridors; the economic corridors in Eurasia will be built and short sea shipping in the Black Sea is the regional link between Asia and Europe. The aim is to analyze the conditions affecting the development of economic corridors in Eurasia and on this basis to determine what is the place and role of Bulgaria in these processes in order to make a proper assessment and make responsible decisions. This objective is achieved through the following research tasks: - the global strategic conditions affecting the development of the trans-national logistics corridors in Eurasia have been explored; - the regional conditions in the Black Sea region and Central Asia are addressed;- the prospects for the development of transnational logistics corridors in Eurasia and the place and role of the short sea shipping concept in the Black Sea as a link between transport systems in Central Asia and Europe; - what are the national conditions, taking into account the context of the country's membership in the European Union; - an analysis of the Eurasian transport corridors was carried out, with particular reference to the links between the respective transport systems. The theoretical and methodological basis of the study are the positions formulated in the works of foreign and Bulgarian scientists devoted to the scientific and practical problems in the development of economic corridors. The development of the present work is based on the use of inductive, deductive and traductive methods by studying the content of publications, statistical and historical analysis. The comparative analyzes, conclusions and recommendations are based on examples from world practice. A problem-oriented approach has been used to draw lessons that would be useful to strengthen the political dialogue of the Bulgarian government and increase the country's participation in the development of economic corridors.

Domestic violence is a very serious and complex problem which every country faces, including the Republic of North Macedonia. The complexity of this problem results in enormous consequences for individuals, families, and the general development of societies. The most common causes of domestic violence can be identified in: lack of material resources of the family, unemployment, presence of addictive alcoholism, drugs and other psychotropic substances, gambling, infidelity, and in some situations the poor mental state of family members, etc. Domestic violence most often occurs within the family community, whether it is a marital or extramarital union, between marital and extramarital partners, children, the elderly in the family, or between family relationships resulting from damaged family relationships, resulting in one of the most widespread forms of violence. In order to prevent and fight domestic violence in North Macedonia, in the past years the country is undertaking specific multilevel activities at national and local level. The main activities are aimed at preventing violence, protecting victims from domestic violence and implementing adequate national and international legal framework. This paper will analyze the current state of domestic violence in the Republic of North Macedonia and the categories of domestic violence. Special attention will be given to the services provided by the First Family Center of the City of Skopje, which is the only specialized counseling center for victims of domestic violence, perpetrators of domestic violence, minors living in families with domestic violence which are direct or indirect victims of violence, as well as other family members who assist in the counseling process. Finally, the paper will also present a case study in order to show the activities, services and results achieved in the area of professional work with victim of domestic violence.

European education legislation defines two main objectives of education policy: equal access to education and quality education. Equal access to education means ensuring that all children and students have access to commensurate quality education. It does not mean equal care for all children and students, but differentiation of care towards their different needs. Access to quality education, not education at all, is an essential tool in the process of promoting integration and inclusion of both minorities and marginalized groups, as well as groups of children and individuals with peculiarities and non-standard development in our society.
