In recent years the topic of transport and its legal protection of offenses leading to serious consequences in the form of injuries or death, gained higher importance. Various ways and means are looked for in order to counter transport accidents and lower the casualties, both in European and national plan. Modern research of these questions requires to clarify the nature of transport as a form of human and social activitiy through a historical overview of the stages of its development. Thus, the historical method of research facilitates the thorough study of transport safety by way of analysis of its characteristics in the different periods of human existence. Трансфер на пробационни мерки, постановени в държави-членки на Европейския съюз

Under the Bulgarian Criminal law the court may impose probation as punishment or impose a probation measure during the testing period in the case of suspended sentence and early release. Once imposed they become part of the probation regime during test period and any failure to observe them triggers consequences unfavorable for the sentenced person. The adhesion of our country to the European Union in 2007 and the free movement of persons and services faced criminal justice science with new challenges. In 2012 Bulgaria transposed Council Framework Decision 2008/947/JHA dealing with the transfer of probation measures and the application of the principle of mutual recognition of probation decisions and alternative sanctions. The basic principles and aims of the Decision are implemented in the national legislation through the Act on the recognition, execution and forwarding of judgments and probation decisions for the purposes of supervision of the probation measures and alternative sanctions.

Changes in journalism under the influence of global economic and social processes are discussed in this article. The dependence of the existing forms of media texts on Internet communications is stated. The activity of new media is analyzed within the postmodern and synergetic paradigms. The main features of online media are the multimedia nature, convergence, presentation of information on the “inverted pyramid” principle, interactivity, and twenty-four-hour availability. A conclusion is made that journalism’s transformation is part of the ongoing global process of formation of a new communication system of the society.

The purpose of the article is to reveal the essence and features of employment transformations in Ukraine, define the obstacles in realization of competitive advantages of youth in the conditions of dynamic changes on the Ukrainian labor market, opportunities of their overcome. In the course of research the general scientific and special methods of research (the comparative, economical and statistical, sociological analysis) have been used. It is proved that transformation of employment results from cardinal changes of demand for work as a result of globalization, informatization, competition, predetermining distribution of nonconventional forms of employment. The competitive advantages of employees on labor market it has been suggested to understand as advantages in demanded quality of the human capital and opportunities of its realization in labor market. The achievements of world experience concerning support of competitiveness of youth in the conditions of innovative changes on labor market have been revealed. The specifics of employment transformations in Ukraine have been defined. The contradictions of non-standard employment which borders with the labor relations in "shadow", without providing social guarantees have been revealed. The problems of youth unemployment in Ukraine have been analyzed. The obstacles of realization of competitive advantages of youth in labor market have been revealed; the directions of their overcome have been suggested. It has been proved that minimization of youth unemployment and realization of competitive advantages on labor market of Ukraine depends first of all on restructuring of economy, formation of an innovative segment of labor market, social interaction.

The authors show the possibility to substantiate environmental ethics by the philosophical system of Mulla Sadra, since his understanding of existence as an indivisible unity implies the strategy of non-interference in the life of Nature as a manifestation of God.

Трафик на деца сред уязвими общности

The current report looks at three specific forms of trafficking in persons: child trafficking for begging, for pickpocketing and for sexual exploitation of boys and the way they manifest themselves among Roma communities. The report examines the profiles of victims and discusses the vulnerability factors that make the Roma minority a particular group at risk. The study provides empirical knowledge on the mechanisms of recruitment and exploitation of victims in order to inform identification efforts and counter-trafficking responses. Particular attention is devoted to the policy and measures for assistance of victims. In this field, the report identifies specific gaps in assistance and the way they affect Roma victims in particular, and suggests how child victim assistance could be improved. The active involvement of Roma organisations in the research through participatory methods aimed to gain a deeper understanding of the risk factors involved, bring knowledge back to the communities and support Roma experts’ involvement in counter-trafficking policy and mechanisms.

This paper discusses the changes in society and education generated by the innovations of the Fourth Industrial Revolution. The basic starting point is that modern technological changes are interdependent with current social processes and development projections that have accelerated their flow. Therefore, this research deals with the analysis of development strategies, information, reports and relevant literature at the document level, and it has applied an analytical and descriptive method to identify and describe the basic factors of technological and change in society and education that generate innova¬tions of the Fourth Industrial Revolution, as well as their interdependence. The innova¬tions of this industrial revolution, as well as the previous ones, simultaneously influence the development and organization of society, its structure and dynamics, the value system, and the everyday life of people.

Три лица Америке и проблем асимилације у Хантингтоновој парадигми

In this paper, the author offers an interpretation of Huntington’s account of three possible faces of America, the socio-political state of America in the immediate future. He derived these three perspectives from his paradigm of the clash of civilizations. These three faces of America are: 1. America as an open society to the rest of the world; 2. Imperial America, in which the world would be transformed into America; 3. America remains America, as opposed to spreading a new wave of ideas through the media about multiculturalism as the most humane way of existence of culturally diverse population in the human community. Between these three choices, Huntington opts for the third option, because only if America remains America can the national identity be preserved on the foundations of Anglo-Protestant culture. Immigrant assimilation is the key to solving the problem for the survival of the United States. In this text, the author discusses Huntington's three interpretations of the concept of assimilation and comes to the conclusion that through the concept of a foreigner, the other, who moves away from the domicile population like a quasar, as an embodiment of human alienation, all three possible imaginary histories of America are broken.

Ukrainian colonists emmigrating from South Bukovica and Western Galicia in the beginning of the 20 th century onto the region of North-Western Bosnia, formed in settlement Trnopolje ethnical, physiognomical and functional unity specific by anthropogeographical and ethnological features. On basis of information given by Greek-Catholic rectory in Kozarac (settled in 1910/11) and collected data on subject matter in 2007 (on the field, and from people, from house to house), the work presents subject matter on development of settlements (genesis, physiognomy, function and organisation), origin of Ukrainian population and demographical varieties of this population from its emmigration to present days.

The article traces some of the basic developments in the Bulgarian media sphere after the country’s accession to EU in 2007. The author highlights the mutual connections between several key trends: the crisis of the media economy, the deterioration of media freedom, the growing influences on the media, including by the state, the deficit of quality content, the increase of nationalism and hate speech in the traditional and online media. The high expectations that the media environment would improve after 2007 were not fulfilled. The reasons for this are analyzed. Several alternative developments are pointed out, which may potentially promote a change in the culture of journalism and in the basic values defended by the media.

The aim of the report is to focus on the deepening work processes in another country that requires research on labor migration. Although Bulgarian legislation uses the terms „labor mobility” and „labor migration”, there is lack of scientific analysis of these law terms. On the one hand, nationals of one Member State are not migrants in another Member State because of the principle of free movement and residence. These nationals have all labor rights that Bulgarian citizens have. On the other hand, third-country nationals are considered as migrants and face some special requirements when they choose to work in Bulgaria. At present, such differences are not overcome by international and European law.
