The paper presents possibilities of co-participation of inhabitants in management and development of a territorial unit. On the background of the main objectives of DART model an attempt was made to adapt it to the specificity of a territorial unit. The study of 223 residents of Podkarpackie voivodeship showed that young people were rather weakly involved in the development of their community. Their dissatisfaction was caused above all by poor opening of local authorities to initiatives of young, educated people. To counteract it one should rely on a dialogue and strengthening relationships with residents through multidirectional communication, especially social media.

The role of administration changes as a consequence. The necessity to control over the policy process and to influence with the policy communities is added to its expert function to look for rationality. Finding the balance between the rational decision and the public support for its implementation becomes the main challenge to the contemporary public administration.

The aim of this research is to answer the question how the American think tank experts on the Middle East and US foreign policy towards the Middle East perceive the region and its construction, with a particular focus on the process of Othering. In order to achieve this aim, the article presents the theoretical explanations of the Othering. In the empirical part, the results of semi-structured interviews with the experts are analyzed and presented. The interviews revealed three angles of how the Middle East is perceived. These angles are the geographical location of the Middle East, the securitization of the Middle East and the universal superiority of the United States. The main finding of the research is that the perception of the Middle East is connected with the self perception or the question of “What is the United States of America?”

In order to bring our contribution to those issues and to provide some answers, even partial ones, to the most complex question: « What part does French higher education play in present day society? », our argumentation is articulated around such axes as: higher education governance and its environmental constraints, and the autonomy limits of higher education. If the objective as regards public policy is to build a common higher education space, capable of encouraging cooperation and exchanges between institutions and the students’ and professors’ mobility, by seeking, even experimenting, new modes of harmonization, the universities seek to preserve their autonomy by identifying measures of social innovation and the mobilization of the social partners as well as both the individual and collective actors in the processes of transformation of higher education. However, the results show that some universities are being confronted with budget and financial difficulties and could, in a near future, be placed under tutorship, thus creating a new paradoxical situation, considering the political will to lead the universities towards a greater autonomy for the sake of their modernization and of international competition. The pressing necessity to change modes of governance is once more highlighted here with the incitement to encourage a real process of consultation and democratic mobilization.

In this paper, the author, starting from literature, makes a brief analysis of political communication and message transmission during the election campaign via the Internet in general, and through social media in particular. The power of new technologies to mobilize the electorate has been proven in US election campaigns from 2008 when Barak Obama used them with great success, but also in Romania’s presidential campaign in November 2014 when Klaus Iohannis became president as a result of using the social network Facebook. In the short period since it began to be used in political communication, the Internet has managed to transform the way in which politicians, political parties, government organizations, but especially the media and, not least, the citizen acts.

The Eastern Partnership region is currently going through a process of institutional formation and consolidation in which promoting public ethics can play a major role in the legitimacy of its administration and attracting foreign investors. Through various datasets, we explore here the level of corruption in the region, as well as the measures that could be employed to counter it. The first section aims at assembling the conceptual references of corruption. Secondly, the analysis turns to the manifestation forms and the assessment of the extent of the phenomenon. Finally, this paper looks at the potential remedies. In this section, the paper also deals with some of the anti-corruption approaches, as we assess preventive and corrective measures, and discuss the potential contribution of adopting international benchmarks of ethical behaviour in the public sector, such as the ISO 37001 Anti-bribery Management Systems.

Iseljavanje Srba sa Kosova jedna je od ključnih trauma u srpskoj javnosti. U ovom prilogu najviše pažnje će biti posvećeno realnim korenima ove traume, ali i njenoj zlo/upotrebi. Osnovni postupak primepjen u ovom raduje retrospektiva, u smislu tumačenja prošlosti iz perspektive sadašnjosti. Potreba za retrospektivom nije slučajna. Ona proizlazi iz na izgled potpune besmislenosti rata i tragedije na eks-jugoslovenskim prostorima, kao i iz još uvek nekristaljizovanih rešenja oko izlaska iz rata.

Interviews with randomly selected journalists were conducted within the survey. They all answered the same questions. Here is a list of some of the most important findings: Bulgarian media are more likely to refuse publishing a text on the subject of refugees on the grounds that it is too tolerant to asylum seekers and refugees than on the grounds that it is too intolerant; journalists are much more critical of non-compliance with ethical media principles on“refugees“ in other media than in those outlets they personally occupy; the majority of journalists notice the transformation of refugees into a new image of the enemy in Bulgarian media; according to the journalists,far-right moods concerning refugees are provoked far more by politicians than by journalists; the fears of some journalists to present refugees in a positive light are not related to „standard pressure“ by internal or political intervention, but they are related to people with radical views, friends and families; the journalists’ harassment of their work on „refugees“ is particularly worrying – 1/5 of journalists admit that they have been harassed at least once because they presented refugees in a positive light.

The founding of the Sokol (Falcon) of the Yugoslav Monarchy was one of the measures introduced by King Alexander Karadjordjević in an attempt to reform cultural life in Yugoslavia after the enforcement of the dictatorship on 6 January. This act caused a thorough reorganisation of gymnastic organisations, without affecting sport. In the paper, the author describes this reorganisation, which took place throughout the year of 1929, as well as the reactions it caused.

For a consecutive year, the National Trade Union for Higher Education and Science at the Confederation of Independent Trade Unions in Bulgaria presents statistics from public higher education institutions. The article focuses on the widespread inequalities in the pay for teaching and the policies of some employers (rectors), authoritatively maintaining low incomes, regardless of the signals received from the union and the series of recommendations from the Ministry of Education and Science. Through а thorough analysis, the basic requirements for achieving the strategic goals in the sector have been identified on the deepening inequalities in the higher education system. The results presented here are grounds for a change in the current legislation – undoubtedly in support of sustainable development, focused on human capital, and above all the attitude of employers towards young teachers at public higher schools.

Global changes, driven by land use changes, human population growth and consumption or pollution, manifest themselves through extensive urbanization and amplified extreme climate phenomena, that are threatening environmental systems and human well-being. Consequences of these changes results in habitats and ecosystems fragmentation and quality degradation, that lead to lower capacity of delivering ecosystem services as well as to negative impacts for human health. At the global and European level, nature-based solutions (NBS) have gained traction as an alternative to traditional measures to tackle these environmental and socioeconomic challenges. In this context, the EU oriented its Research and Innovation agenda towards NBS, aiming at green economic growth and new jobs creation, sustainable urbanization, regenerating degraded areas and improving citizen quality of life. Nature-based-solutions projects usually tackle complex problems and provide a series of benefits, most of which can be assessed from an ecosystem services perspective. The planning and implementation process usually involve multiple stakeholders, from governments to NGOs or lay citizens. Besides further need for monitoring, especially of quantitative effects, the complexity of interactions between humans and their environment require a systems approach to adequately represent feedbacks between variables like public health, wellbeing or environmental quality and ecosystem services. Given these complex relationships and context-dependency, the development of frameworks that support spatial planning professionals and decision makers and that involve regional stakeholders in a participatory process would maximize the benefits obtained by NBS implementation.

Although its content is not clear enough, "polycentricity" has become, since the 1990s, an important concept that was at the core of discussions on territorial and economic development of Europe. This paper includes the presentation of a methodology for estimating the polycentricity degree of regions. Thus, first the functional urban areas must be identified; these are the basic elements in the analysis of polycentricity. Next, the three dimensions of polycentricity are assessed, i.e. size, location and connectivity, based on indicators. By aggregating the size index, location index and connectivity index, the polycentricity index is obtained. Finally, the methodology presented is used to assess the polycentricity of South-East Region of Romania. A comparison of the four indices of the South-East Region with the corresponding indices of ESPON Space shows significant differences favoring either of them.

This article is intended to analyze the situation of Roma living in Transnistria.During a six-month study, it was revealed that the most acute problems for Roma were employment and official documentats, which are closely related to each other and directly dependent on education.So, 36% of Roma people need help finding a job, 29% have problems obtaining the official documents, 14% have difficulties with pensions, child benefits, 11% complain about difficulties associated with housing, 10% others.
