СПОСОБИ РЕПРЕЗЕНТАЦІЇ ПОЛІТИЧНИХ АКТОРІВ В УКРАЇНСЬКОМУ ЦИФРОВОМУ ПОЛІТИЧНОМУ ДИСКУРСІ

Problem setting. In Ukrainian media sphere, the attention towards a political actor may be constructed specially, with the help of the so called «jeansa» (covered political advertisement) dissemination. To understand processes within a political discourse of the country, the mechanism of the texts identification should be designed.Recent research and publications analysis. Several professional NGOs has been monitoring Ukrainian mass media to detect «jeansa» (IDPO (2019), IMI (2019). However, in the times of journalism crisis the problem of media independence and transparency remains a crucial one. Thus, commercial model of journalism should be changed and the reality of «hybrid media system» (Chadwick) should be taken into account.Paper objective is to test a formal method of the «jeansa» materials detection and to define the ways ofpolitical actors representing. Period of research is January-February 2019 (the beginning og the presidential pre-election campaign). Materials of the popular newspaper Segodnya and independent media «Ukrajins’ka Pravda» were compared. For the defining of the non-transparence placement materials a computer program (Python language) was designed.Paper main body. According to the data received, the two ways of political actors representing in Ukrainian digital discourse are defined: with specially created, made attention towards an actor («jeansa») and with an ordinary one. Cases of Ukrainian politicians (presidential candidates, officials) are taken into account.Conclusions of the research. For the first way constant, regular mentions ofa political actor (one-two per day) are typical. In that case the existence of non-transparence placement materials of a news site may be stated. However, for the complete picture it is recommended to consider other data: number of mentions and polls results comparison, coverage of a political actor activity in different mass media analysis. For the second way several options were found. The first one - without breaking news occasions (court hearings, resonant statements, scandals, insults etc); in that case small number of mentions per day (one-two) is also discovered, however, there are significant silent periods, when there are no mentions at all. However, there is a concentrated placement of the mentions, near the certain news occasion. The second one with single irregular mentions there are splashes of attention and more concentrated placement of mentions (near the occasion as well). However, the analysis has some limitations, for instance, it is problematic to define the specially created attention towards the high-ranked officials (presidents).

The basic goal of this article is to show that the some issues are more complex than it seems. The main method that author using in this article is the Content Analysis. Author in this article discussing about two problems: membership of our country in the European Union and the political and institutional challenges of our country. In this analysis author shows that the democratic relationship between and inside the country are not always democratic. The European Union has nondemocratic approach toward the countries that trying to become their member. Also our country is confront with the inside challenges. Citizens of our country have the low level of trust in our politicians, there are no political culture that is necessary for the democratic development. If our country wants to overcome these problems our politicians must realize that the mater of Serbia must be solved inside the borders. Nobody will solve our problems. We must develop a certain level of responsibility that is necessary for the democracy. If we do not realize this on time we can be in serious trouble.

Why does the quality of strategic decisions drop despite the increase of strategic projects in the public sphere? This study reveals the weaknesses of the traditional intuitive reductionistic understanding of strategizing that reduces it to long-term planning. A deductive concept derived from philosophical axiology is developed instead. Thus, from one point of view strategy appears as a supreme sense in the context of Kants' categorical imperative. When compared to the tactical and operational management, strategy proves to be a value-selected ideal for the distant future the common sense of which is being further developed in socially constructed more specific meanings that finally reach the state of end goals of strategic importance. All this creates the basis for a positive attitude towards the uncertainties used as opportunities rather than risks that should be avoided. The strategy is not a preliminary plan as usually considered but rather a permanent “cascade“ of rationalization of 1) the overall behaviour of organizations and 2) the process of optimizing the knots of constant problems specific to certain sectors of social life within the global environment of a certain historical period. On this basis, strategic goals’ nature is determined as well as the way they are formed, the process of strategic planning and 12 principles of strategic management, compliance with its performance and efficiency.

As a consequence of the currency board introduced in 1997 Bulgaria became an island of fiscal stability among the South European countries. However this is an insufficient basis for further successful development of the country as a member of the European family. A decisive change in the socio-political model is needed if obstacles such as corrupt judicial system, organized crime, legal predictability, etc. are to be overcome. The problem is that the institutions set up as they are have no capability to make this change effectively given the impossibility for non- partisan vision. Therefore it is after the currency board that another “political board” should be introduced. By no means is it an interference of the European governing bodies in the governance of sovereign Bulgaria. The positive and realistic form of a “political board” is a “Strategic board” creating those complementary scenarios for the long- term European future of Bulgaria that the country itself is unable to produce alone and without which Bulgaria cannot make a decisive progress. The creation of such a joint Bulgarian-European board is proposed here in the shape of a Strategic club “Euxinograde” named after the 120 year old Black Sea governmental residence which symbolizes the Balkans and the wider Black Sea region location of Bulgaria. A European non-partisan long-term strategic framework for Bulgaria can break the vicious circle in which the country is suffocating. The principles on which the Club would be based as well as its design and structure are investigated.

From the perspective of strategic management, the article examines the changes in the Higher Education Act of February 2020. Some dangerous trends for the strategic management of higher education are highlighted. Leading challenges are outlined. The development of interactions is an established starting point for analysis. The need of interactions between stakeholder networks to build networking strategies is argued. It is emphasized that the decisions and actions as a result of the strategic management of higher education in Bulgaria may be inadequate and unprepared for the future, extremely limited, implemented in the conditions of real loss of time, resources and potential. The strategies continue to support the direction of “top-down”, inefficiently coordinated with the networks stakeholders (as far as they exist) and in the absence of comprehensive network strategies documents.

The end of the Cold War and last decade of XX century revealed few phenomena in international relations. The most important re-examining are turned to state sovereignty dealing not only with state idea and state and its role as a subject of international relations but also taking account on other actors as territorially-political entities developed in different periods and shapes on a territory of internationally recognized sovereign states. New entities, dominantly based on ethno-national foundations set a question of self-determination and provoked internal conflicts, separatist tendencies and resistance of internationally recognized states including society of states. Non-recognized state-shaped appearances were represented the most frequently as 'de facto states'. They have some place in international law, some position in international political relations and limited role in international economy relations raising a question of international order. Processes of emerging and functioning of 'de facto states' after the Cold War characterized processes of independency and sovereignty in postsocialist countries. But there are more and more indicators of similar processes in West Europe. Fragmentation is process of dissolution of postsocialist Soviet and Yugoslav space states that enables existing of 'de facto States' as partly or limited recognized by international actors. Some of them disappeared in processes of geopolitical re-composition of international space which reflects as consequences on question of recognition, international rights and position of these un-recognized entities. Although not recognized they continue to exist on the basement and praxis of 'weberian state of legitimized monopoly of psychical power.' A question is what is future od 'de facto states' or 1strates within states' interms of survival in a frame of international order.

The article aims to outline two directions in which in recent decades different political theories search for reasons and possibilities for change of liberal representative democracy. The first of them is connected with the development of the libertarian theories for which democracy ceases to be indispensable requirement to political order, and the second one with development of theories of participatory democracy, trying to expand and deepen the application of democratic principles not only beyond the representative democracy but also beyond the political system, regarding it as a supreme normative ideal. These two types of theories are explored from point of view of their underlying philosophical-political conceptions of freedom and equality. Comparative analysis and critical assessment of some of their premises and conclusions are offered, some predictable results of their conceivable application to the organization of contemporary late modern societies are outlined.
