Bulgarian state is in crisis, the main reason for that is the lack of analysis of the actual state of constitutionalism and anti-constitutionalism. Over the past quarter century, a number of state institutions did not meet fully their constitutional obligations towards the citizens and the state as a whole: a) the state abdicated from the defense of a number of constitutionally enshrined rights of citizens; b) a condescending attitude has been imposed to the new constitution, while its fundamental principles are interpreted and developed in the current legislation in a way different from the actual meaning of the constitutional norms; c) fundamental to the modern parliamentary practices issues are problematized; d) main elements of the democratic society are disclaimed. In place of the examination and analytical assessment of the Bulgarian judiciary law-enforcement nihilism takes place. The war against the Bulgarian statehood has many motives, the main being economic interests and incompetence.

Today, when we talk about Hungarians living in the USA, only a few of us know that Hungarian culture has been blossoming for more than half century not only on the east and west coast, but also in the middle of the country. Tiny communities in the Wild West with their truly important and unquestionably Hungarian history – belong to our collective national memory. This present work focused on the past and the present of Colorado Hungarians, and is based on historical sources, documents and more than sixty oral life-interviews. Participating in the Kőrösi Csoma Sándor Program I had the opportunity to meet Hungarians who had to flee their homeland due to the storms of history, never forgetting where they had come from. Their memories also show us how the Hungarian Revolution of 1956 is remembered by them. Through publishing their stories about struggle, patriotism and success (like those of Ilona of Hungary, Molnar Ski, and other famous companies founded by Hungarians) and showing the present life of the younger generation, their cultural programs and events, this work highlights the importance of learning about this forgotten part of our common history, as a bridge can be built between Hungarians and Hungarians beyond the sea.

The article analyzes the reasons why the Swedish community in Finland proved to be more successful, relative to the Samis, in implementing their political, social and economic aspirations. Parallel to the relevant scientific literature, the study is partly based on a fourmonth long research visit to Finland, conducted in 2015, April to July. The analysis found that the success of Swedish-speaking Finns is, to a large extent, the result of the peculiar historical development of the Finnish nation and the role of the Swedish speaking community in that process. Other relevant factors that contributed to Swedish success included better lobbying, a larger number of Swedes compared to Samis, as well as better representation in domestic and international institutions.

The present article gives a critical account of the European General Court's judgment in the B.A. vs. Commission case. B.A., a Hungarian and Romanian dual citizen sought the annulment of the decision of European Personnel Selection Office (EPSO) which denied her the right to sit for the competition in her native language, Hungarian and refused to admit her to the oral test after she failed the test in Romanian. B.A. claimed that she had been afforded unequal treatment, since the fact that she was precluded from writing the test in Hungarian “placed her, on an objective view, at a disadvantage compared with her fellow citizens who had received their school and university education in Romanian.” The case and the arguments put forward by the parties provide a clear insight into the ambiguities surrounding the EU language regime as well as the difficulties faced by minorities whose mother tongue is both an official language of the EU and a minority language with no official recognition in the Member State in which it is spoken.

In Romania, parliamentary elections were held on December 11, 2016. The elections were organized in a proportional system with county-level party lists, mostly reflecting the pre- 2008 election system of the country. The elections, − for the most part because of the low turnout of the electorate of the PNL, − resulted in a left-leaning coalition consisting of the PSD and the ALDE. The elected government seems to be stable; however, the Romanian party system is rather unpredictable and tends to change surprisingly often. Concerning the results of the Hungarian party it can be said that the negative tendency ended at the 2016 election, and the ratio of votes cast for the RMDSZ reached the results of 2004 and 2008 again.

:Palestine issue has been confined today to the limited understanding of nationalism. All the solution proposals made within the insight of nationalism have proved to be unsuccessful. Additionally, those solution proposals were unlikely to offer a just and fair solution to the Palestine issue. Today the struggle for the Palestinian state has begun to transform into a struggle for equal rights between Jordan and the Mediterranean. Within this context, based on Kant‟s “perpetual peace” concept, and engaging with cosmopolitan vision, this study seeks to pose whether a just and fair solution to the Israeli-Palestinian conflict passes through the creation of a single state in Palestine. The case for one–state solution is a normative one and it is a question of morality. The author acknowledges the dark spots of this option; however intends to lay bare new and open discussions concerning the resolution of the Israeli-Palestinian conflict.

Against the background of the new core-periphery divisions in the EU, while expecting them to go beyond the socioeconomic dimensions, the research interest is reasonably provoked by the question of whether and how the process of two-tier EU integration would affect the process of Europeanisation of national public spheres, in the perspective of the concept of the European public sphere. This article is focused on Bulgaria, where, as in a new member ofthe EU we could easily assume that the process of Europeanisation is in a very early phase. The article presents the findings of a comparative analysis of 2014 European elections` media coverage in the most popular newspaper websites in Bulgaria and the UK. Based on the results,it can be assumed that a process opposit to the Europeanisation is taking place – we call it the process of peripheralisation: when national public spheres do not actively participate in the European debate, due to the lack of wide and informed national public debates on European issues, so they have no discursive influence on EU debate.
More...A Perspective of the Parliamentary Elections Results
The author analyses the dynamics of the Polish party system in the light of the outcomes of the parliamentary elections in the Third Republic of Poland (since 1989). He exposes especially the last element of that evolution – the 2015 parliamentary election. It resulted in the victory of Law and Justice (PiS) party. For the first time in the history of democratic Poland, the victor was able to create a government without having to negotiate with coalition partners. The success of PiS seems to be a result of the combination of several factors. It would be mistaken to portray an emerging situation as a simple rightist win. PiS to some extent represents a social attitude, typical for the socialist (social-democratic) parties, with some part of the program including a populist message, but with the combination of a conservative approach to several issues and nationalistic stand on a perception of patriotic mood. The important meaning has a support of PiS by the Catholic Church, especially at the grass-roots level. The victory of PiS and forming of the majority government have an important meaning for the functioning of the political parties’ system in Poland. For the first time since 1989, there were not balancing of power situation which the coalition governments have brought about. The political parties, creating the opposition in parliament, must offer a new strategy of behaviour in such circumstances, especially dealing with challenging the PiS policy to compromise a democratic system based on the 1997 Constitution, e.g. division of power, position of the Constitutional Tribunal and functioning of the judiciary.

Preparing himself for a more ambitious work dealing with the definition(s), features, merits and limits of global governance, the author lists and presents in this study some of the events and trends which shape the contemporary international arena. All these are regarded as being inputs (or challenges) global governance has to properly cope with. The list of the events and trends the author explores (using mainly concepts and other intellectual tools of the Realist School in International Relations), paying a special attention to strategically significant issues of all sorts, is: 1. the evolutions in Iraq and Afghanistan, and the more general context of GWOT; 2. the problems generated by failed – and failing – states; 3. political and military evolutions in Iran; 4. the quick consolidation of strategic military capabilities (and above all of the blue water navy) of China; and 5. continuity and change in the foreign policy of dominant world powers (the case of USA)

Mass media and their tools have become a permanent part of everyday life. The news services have the most visible impact also on the political market. Mass media views, depending on the context in which the issues related to migration are described, will shape the positive or negative image of the migrant, influence the image of the migrant ethnic group, and determine their position in the new society. The aim of the article is to give examples of media reports showing the phenomenon of migration in European Union countries, presented through the main information services using the Internet in Poland.
