Renewable energy sources require national subsidies to compete with existing technologies and a distinction can be made between three types of schemes that stimulate the creation and use of RES; a system of preferential tariffs, a system of "green bonuses" and a system of "green certificates". Each Member State has implemented this strategy differently. For example, some have made a distinction with regard to guaranteed payments (up to 20 years) or the amount of subsidies. It is interesting to observe, with regard to the financial promotion of a technology, that guaranteed payments have become little or much harmonized in individual jurisdictions without regulatory intervention by the EU. This leads to the conclusion that there is a fair subsidy regime that is diminishing over time.

The paper presents a comparative study of performance for face recognition algorithms using Principal Component Analysis PCA and Kernel Principal Component analysis KPCA. Images with various Regions of Interest ROIs are chosen from the databases to recognise faces. The results of parallel recognition are compared with results of ideal conditions. It has been established that the size of the ROIs affects the rate of recognition.

Contemporary comparative-historical sociology in no way advocates a broad multicausal approach. This methodological deficiency is the main issue of Stephen Kalberg's detailed scrutiny of the different approaches of historical sociology. To overcome this problem he addresses the utility of Weber's historical sociology for research today. According to Kalberg Weber's mode of causal analysis, which is the very centre of his entire comparative-historical sociology, unfortunately has never been articulated. In distinction to Kalberg's opinion this paper indicates that Weber formulates a theory of historical explanation. This probabilistic theory is also a complex causal theory. Thus Weber's logic of historical sciences becomes a main resource for historical sociology today. It will lead to minimise the distance between history and sociology.

The subject of the scientific study in the paper is the comparative analysis between the currentpositive legal regulation of the so-called „labour relationship which has not come into being“in theBulgarian and the Russian labour law. A comparison is made between the legislative regulationof this issue in the second sentence of Article 63 (3), Article 86 (7) and the first sentence of Article96 (4) of the Bulgarian Labour Code and Article 61 (4) of the Labour Code of the Russian federation.In the current Russian labour law this legal institute is known as „annulment of the labourcontract“, which is a right of the employer. In Bulgarian labour law the problem with the labourrelationships that have not come into being is resolved legally and technically by means of the useof a legal fiction.

The article is devoted to study the personal potential of University students in a megacity and the regional center. A study of the personal characteristics of the 1-st year mail students, 18-20-years old, enrolled in the natural sciences and the humanities fields at Novosibirsk State Pedagogical University in Novosibirsk (25 persons) and a branch of the University in Kuiby-shev (24 people) has been performed. The study was carried out by Bogomaz’ SA et al. personal characteristics tests that have developed with the help of a computer program "Evaluation of social and psychological adjustment and personal potential of students". The results were analized by methods of variation statistics using a nonparametric Wilcoxon-Mann-Whitney test for independent parameters. At an estimation of personal potential of surveyed young men it is established, that there are both similarities in the characteristic of personal potential, and the differences related to living conditions. Among students in Novosibirsk there is more pronounced level of reflection, vitality, life satisfaction, self-organization, whereas the students in Kuibyshev have higher level of commitment, orientation on career and professional development. The results can be the basis for the organization of educational process taking into account the per-sonal characteristics of identified students.

The indices of children’s oculomotor activity during reading are determined by the maturity level of cognitive processes involved in the psychophysiological structure of reading and underlie the rate of reading skill development from ages 6 – 7 to 9 – 10 years. The lack of differences in the basic indices of eye movements between normally- and poorly-reading children indicates different rates of reading skill improvement in children with different initial levels of skill development (poorly-reading children had higher rates of skill development). This might be explained by the later formation of rudimentary cognitive functions in these children.

The main idea of our research can be formulated as follows: the level of reflexivity of consciousness of the personality reflecting a measure of its deformation influences extent of familiarizing of the personality with the asocial environment - primary, boundary, disturbing, critical levels; each of the called levels is shown in substantial features of structural components of the personality – cognitive, emotional, motivational, behavioral; specifics of substantial filling of these components of structure of the personality are defined by a type of an asocial orientation of the personality – tendency to suicides, to vagrancy, to theft, to robberies. The article presents social and cultural peculiarities of the personal value-and-conceptual sphere of American and Russian students. The content-related specifics demonstrate differences in the ranking of such values as freedom, health, cognition and close friendship within the general hierarchy of personal values. The dynamic specifics, in their turn, reveal themselves in different perceptions of attainability of values as well as in the level of their realizability in practice. The latter is significantly higher in American students. The results of this research show that in the process of education, American students find themselves in the existential phase of conceptual realization of their life goals. Russian students, on the other hand, are still in the process of conceptual search and making their choice of life perspectives.

Along with acquiring of knowledge in the universities for a certain type of activities, the availability of qualities of each individual is of importance too – motor, psychic and personal. They are in the base for the successful sport career and professional realization. The significance of personal qualities has been established, both for sport and professional career of human being. For the labour activity, they are professionally significant. Such are the volitional qualities and the personal anxiety. We have directed to compare the level of development with students, dealing with basketball, in educational groups of the discipline „Physical education“ and in the representative basketball team at the UNWE, in the beginning of the educational year. As regards the variability with both indices (volitional qualities and personal anxiety), the coefficients of variation define the groups of students as comparatively homogeneous. The average values for both indices define the students as individuals of “strong will”. Statistically, reliable differences with comparison of the results have not been established and with both signs investigated. For establishing the influence of basketball game on these personal characteristics on both aggregates, it is recommended to repeat the study in the end of the educational year.

Serbs in Slovenia represent an allochtonous minority community whose members originate from Bosnia and Herzegovina, Serbia, Montenegro and Croatia. Only a couple of dozen Serbs originate from the autochthon Serbian community that populates Bela krajina. Results of the Public censuses from 1991 and 2002 give a lot of data from which conclusions about the status of the Serbian community in Slovenia will be drawn.

The Serbs are an autochthonous population in Timisoara. They had important cultural, economic, and political influence in the life of the town and the state. Since the end of the First World War – that is, since demarcation between Romania and Yugoslavia – the number of Serbs in Romanian Banat, and accordingly in Timisoara, has decreased continuously to the present day. This article, apart form providing a short historical introduction, briefly reviews the status of cultural and religious life of the Serbian community in contemporary Timisoara.

At the end of the 20 Century, the territory of the Socialist Federal Republic of Yugoslavia (SFRY) was marked by new states in which Serbs lost their status of constitutional people and became national minority. One of these new states is Croatia, in which Serbs are about to start proving their cultural identity. At the present time, Serbs in Croatia are an unstudied national minority. There are some ethnological research projects, but they are not sufficient for understanding the problem in total. Today, Serbs in the Republic of Croatia live in the following areas: Istra, north Dalmatia, Kordun, Lika, Gorski Kotar, Banija and west and east Slavonia. On the territories populated by Serbs, and beyond them, different cultures were dominant in the past, which resulted in differences in traditional cultural heritage within this relatively small territory (for example, differences in traditional culture of Dalmatia and Slavonia in clothing, cuisine, living conditions, working, customs…) After 1995, a big number of Serbs moved permanently or temporarily to Serbia (especially Vojvodina) and Montenegro, which suggests a need for researching Serbs from Croatia on these territories too, not only in the Republic of Croatia.

The paper deals with the analyses of the results from the empirical survey "Political Culture — 1991", carried out by Department Sociology of Politics at the Institute of Sociology, Bulgarian Academy of Sciences. The Bulgarian data is compared with the data from Greece, Italy, Spain, Portugal. First, to facilitate the data, second, to prevent tautologizing, the paper is organized mainly by tables and graphs. Finally, the paper follows the scientific politological tradition in crosscultural research when it analyses the elements of political culture. The attention is paid mostly to the political activity, electoral intentions, attitudes towards the institutions and political subjects, description of the political space and personal ideology, and other elements of the notion of political culture.
