The article analyzes the measurement methods of elections and electoral systems. The most цоммон coefficients of disproportionality are presented: The Rae index, the Loosemore – Hanby index, and the Gallagher Least Squares index. Mentioned are also some quantitative methods for evaluation of party systems: The Taagepera – Shugart advantage ratio, the Rae fractionalization index and the Laakso & Taagepera effective number of parties. In the conclusion part the author discusse some typical difficulties in measuring elections and electoral systems in the more distant past: problems concerning an existence of uncontested mandates, regional-based coalitions for parliamentary elections, members of parliament by appointment etc.

W dniach 6–8 czerwca 2017 r. odbyła się Konferencja Naukowa Biblioteki Uniwersytetu Łódzkiego „Biblioteka w chmurze czy chmury nad biblioteką”. Obrady poświęcono tematyce związanej z przystosowaniem bibliotek do procesu postępującej informatyzacji oraz zbudowania nowego modelu ich tożsamości i spójnego wizerunku. Patronat honorowy nad konferencją objęli: Marszałek Województwa Łódzkiego Witold Stępień, Prezydent Miasta Łodzi Hanna Zdanowska oraz JM Rektor Uniwersytetu Łódzkiego prof. dr hab. Antoni Różalski. W konferencji wzięło udział 80 osób, podczas pięciu sesji wygłoszono 23 referaty.

Archives in Bosnia and Herzegovina are increasingly adopting modern ways of communication, which include various tools - websites, press conferences, scientific and professional meetings, but do not give up traditional formsof communication, such as publishing and exhibition activity. Organization of theexhibition is a way of opening the archive to the public, a means of attracting visitorsand forms of educational and pedagogical activity. Exhibitions are a continuous activity of the archives, they are intended for the general public and can receive excellent results regarding the number of visitors. Through the realization of this typeof cultural content, the dynamic development of archival activity can be monitored,while achieving a certain level of cooperation with the wider community, which,again, has a significant impact on the promotion and affirmation of the archivalprofession. Today, in the age of information technology, archives are confronted withgreat challenges because they have to adapt to changes, even in the segment ofexhibition activity. The archives in Bosnia and Herzegovina have this section of thework, but there are different approaches to this activity, both in terms of the numberof exhibitions held and in terms of their presentation in the public, ie the use of thiskind of activity as a tool for affirmation of archival activities. The work includesthe exhibition activity of archival institutions in Bosnia and Herzegovina in the last10 years (period 2008–2017), based on the research by the method of analyzingthe contents of web pages and questionnaires on the effects of exhibition activity inrelation to visitors of the archive and their affirmation.

The Collection of Documents on the Homeland War in Bosnia andHerzegovina kept in the Croatian Memorial-Documentation Center of theHomeland War is authentic and well preserved. It holds the important part of thetotal records by the same creators and represents the important historical sourcefor understanding the war in Bosnia and Herzegovina during the 1992-1995 periodand the role that the Croats from Bosnia and Herzegovina and the Croatian ArmedForces had in it. Since the collection is not complete, due to the fact that some ofits records are held in several places viz. institutions in Croatia and Bosnia andHerzegovina, its basic archival processing and description has not been done untiltoday nor will they be in the future, because the collection is only temporarilydeposited in the Center until the question of its ownership is permanently settled i.e.until it is most probably returned to Bosnia and Herzegovina where it was created.In spite of that, the records can be easily searched and used with the help of itsinventory list produced by the employees of the Croatian State Archives in April2001. The list shows the creators of records, records’ quantity, description and timeframe.

Niespotykane dotychczas tempo rozwoju techniki spowodowało, że przeobrażeniom uległy wszystkie obszary funkcjonowania człowieka. Zmiany wywołane przez rozwój nowych technologii, jak i ich następstwa trudno jest przewidzieć i ocenić, gdyż nigdy wcześniej ludzkość nie miała do czynienia z tego typu zjawiskami. Znaczący jest również fakt, że oprócz postępu technicznego, mamy do czynienia z sytuacją, gdzie najwyższym dobrem nie jest produkt materialny, a informacja. Z tego powodu współczesne społeczeństwo często określa się mianem społeczeństwa informacyjnego. Należy zatem odpowiedzieć sobie na pytanie, jak powinna wyglądać edukacja w tak jakościowo odmiennym społeczeństwie? Czym powinna się charakteryzować, aby być w stanie przygotować człowieka do życia w ciągle zmieniającym się środowisku? W artykule podjęto próbę wskazania cech, jakimi powinna charakteryzować się edukacja.

The paper presents results of the Russian participants in the net research project “Encyclopedia of notable plane figures: we work by ourselves”. The project aimed at systematization and development of knowledge on notable plane curves by secondary students. The net interaction between the participants was realizes using Google Cloud Service. The investigation was carried out by analytical geometry methods applying the software product GeoGebra.

In this paper we describe how Unity and Shield UI frameworks are used for building the three-dimensional object rendering section of an online knowledge management system for human anatomy. 3D models of humans are organized in multiple levels of hierarchy and each component contains different types of related information. To allow seamless navigation, like searching for and selecting a specific organ, and viewing its medical description in several languages, developers would need to rely on an optimized and stable framework that can target web browsers as well as other platform builds. The specific requirements of this project called for trying the Unity package for building our 3D rendering scene and exporting it to the WebGL platform to make it available to its viewers on all modern web browsers. To build the rich web user interface and bring high-level user experience to the viewers, the Shield UI framework is integrated on top of the Unity webgl build.

Teza: 1) Sytuacja języka łużyckiego w szkolnictwie Brandenburgii i Saksonii w ostatnich 200 latach była generalnie zła. 2) Niewystarczająca obecność łużycczyzny w szkolnictwie wpłynęła niekorzystnie na ogólną sytuację wskazanego języka.Omówione koncepcje: Artykuł oparty jest na socjolingwistycznych pojęciach planowania języka (language planning), planowania statusu (status planning) i planowania akwizycji (acquisition planning), według definicji Roberta L. Coopera (1989). Omawiając dzieje łużycczyzny w szkolnictwie, autor analizuje decyzje władz niemieckich oraz aktywność ruchu łużyckiego, dopatrując się w nich świadomych działań, które miały ograniczać lub też promować używania języka łużyckiego, nie tylko w placówkach szkolnych, ale też w innych sferach życia społecznego.Wyniki i wnioski: Potwierdzona została hipoteza, że sytuacja łużycczyzny w edukacji przez ostatnie 200 lat była rzeczywiście zła. Pomimo pozytywnych inicjatyw w latach 50. XX wieku, nie udało się naprawić szkód poczynionych wcześniej przez celową germanizację. Hipoteza, że niewystarczająca obecność łużycczyzny w szkolnictwie wpłynęła niekorzystnie na ogólną sytuację języka została potwierdzona, ale tylko częściowo, ponieważ wskazano też inne, równie ważne czynniki, które warunkowały odejście od języka łużyckiego.Oryginalność/wartość poznawcza podejścia:Tekst ten może być wartościowy jako podsumowanie dotychczasowego stanu wiedzy, jako element popularyzacji problematyki języków mniejszościowych i jako inspiracja dla bardziej szczegółowych badań empirycznych nad sytuacją języka łużyckiego.

The author reports about the "Indexing of subjects" Workshop on topics: problems and solutions, held during the satellite meeting of the Annual Conference of the Association of Librarians of the Republic of Moldova "We transform libraries - we transform communities". The event was organized by the Education and Specialized Libraries Section of the ABRM in agreement with the BIN Branch (Northern Educational Libraries) - the Scientific Library of the Alecu Russo Balti State University. 38 librarians from the university and specialized libraries of the Republic of Moldova participated.

Creation of conditions to motivate students, teachers and scientists from different countries by including them in a network is one of the goals of the International project “Methods and Information technologies in educations” (MITE). Crowd sourcing for a research project is an interesting form for the purpose. The project began in 2018 and was directed to the elaboration of an open electronic encyclopedia of plane curves. A website “We write by ourselves” was created to support the project. Scientists were the moderators of the encyclopedia topics. They formulated problems in articles-matrices. The participants in the project tried to solve the problems and wrote articles too. They were grouped in teams consisted of students from three countries – Bulgaria, Kazakhstan and Russia. Their mentors were school teachers. The present article describes the technical and methodological work of those who helped students to obtain results.

This paper describes the possibility of identification of gifted in Mathematics students based on Jean Piaget’s phenomena. It shows that by conducting some of his phenomena – the ones related to mathematical knowledge in particular – it allows to calculate the mental age of a student and after that their intellectual level to be determined.

A consistent bibliography, which registers the bulk of regional writing, contributes to the popularisation of the knowledge about the region. The bibliography which is developed in the mode of a current bibliography enables inter alia the transmission of information about recently published materials and it presents the publishing accomplishments of the regions. A systematic tracing of the tendencies in the publishing of regional literature enables a conscious extension of the collection of books and popularisation thereof. In the libraries the task of registering regional literature falls to bibliographers. Regional bibliographers perform a considerable role in the support and the promotion of knowledge about the region. By engaging in various forms of activity, the members of the Regional Bibliography Team at the Board of Management of the Association of Polish Librarians popularise the knowledge about their region. The purpose of the present article is to describe the initiatives of the Team, which disseminates regional themes by means of its activities. The bibliography of regional books, which is maintained by the Team members in a manner which is as systematic and comprehensive as possible, constitutes a source of information and popularisation of the knowledge about the region of inestimable value.

The need for highly qualified specialists in the field of Information and Communication technologies is growing every year. Recognizing this trend, the Ministry of Education and Science has taken measures to boost higher education institutions that have the capacity to increase the intake of students in the professional direction 4.6 Informatics and Computer Science, as well as in the direction 4.5 Mathematics. Mathematics and computer science are disciplines that hamper the majority of students and it is essential that the teacher can stimulate motivation for learning.The article describes the experience of the author in training prospective students to prepare for the Informatics entrance exam in Plovdiv University. Approaches to increase motivation as education through entertainment (edutainment) and gamification give good results. A method is proposed for solving problems of entrance exam and an exemplified solutions to a concrete task is described.

In 1919, promoting international conciliation the Carnegie Endowment undertook reconstruction in urban areas throughout Europe and financed the building of large libraries in Yugoslavia, Belgium and France. The concern for civilians in warfare, one objective of the Endowment was taken further by addressing their situation in the complex postwar context targeting public opinion appreciated as a potential force that needed to be educated to prevent future conflicts. Drawing from the Carnegie archives, the paper follows the triple libraries project up to the official openings in 1926-1928. Overall, the paper describes the Carnegie Endowment’s success in defining, constructing and organizing education based reconstruction projects in the regional city of Reims, the university city of Leuven and the capital city of Belgrade.

This paper rests upon an empirical research of national libraries in the Bjelovar-Bilogora County, as a support to its development seen through the prism of both formal (university) and informal education (life-long learning). Following the introduction, presented in numbers are the following: student membership per library; volumes of technical books, with the emphasis on books in economy, marketing, management, engineering, techniques, technology, computer science and medicine; technical journals in the above mentioned fields; databases and other electronic sources. The acquisition of technical/scientific library materials and the funds for the acquisition are analysed. The second part of the paper is dedicated to the premises, the level of their equipment, and the competences of librarians as mediators in realising the approach to knowledge. In the third part of the paper, the role of libraries in realising the life-long learning programmes is presented and explained.
