This article presents some of the modern methods of citation research in scientific publications, objects of the scientific disciplines infometrics, bibliometrics, sciencemetrics, cybermetrics and webmetrics. Alternative systems for formal scientific activity evaluation effectiveness are explained, like the infometric indicators “impact factor”, “index of citation”, “h-index”, “g-index”, and “i-index”. Clarified is also the way of their calculation. Some of the searching platform databases measuring citation in scientific texts are presented, like “Web of Knowledge”, “Scopus” and “Google Scholar”. Reviewed is the question about the importance of electronic archive creation – with the results of universities’ scientific and research activity, as a way of popularisation of their scientific production.

ТEHNIČKO–TEHNOLOŠKA ZAŠTITA ARHIVSKE GRAĐE U DRŽAVNOM ARHIVU REPUBLIKE MAKEDONIJE

The paper presents data on conditions in which archival material is preserved and protected in the State Archive of the Republic of Macedonia. It is indisputable that the care and protection of archive material is a priority and indispensable task for every society and every archive. From this aspect, one of the basic tasks of the archive is archive material that is located in archives in order to protect itself from destruction and damage, and within the limits of objective possibilities. The fact is that certain omissions and inconsistencies are prolonged for a long time. Obviously, it is easiest to write on paper the rules of the game, but often in practice these rules are not enforced. Archival material will be adequately protected if the employees and archives as competent institutions for the protection of archival material take all the necessary measures in accordance with the legal regulations.

Тверское Eвангелие 1478 года (кодикология и палеография)

The codicological and paleographic description of the Tver Gospel of 1478, a dated Tetraevangelia manuscript, has been performed. The place and time of the manuscript creation are indicated in the copyist’s record at the end of the book (f. 322v.). The Gospel is kept in the Fund of Rare Books of the National Museum of the Republic of Tatarstan, no. 8772. It is a manuscript in quarto, 322 ff., written in the same handwriting, decorated with miniatures, initials, the tri-color medallions, etc. The text is well structured. The Gospels of the apostles are separated from each other by colored miniatures of the evangelists, made in the artistic manner of the Tver School of Painting. The manuscript is written in a clear half-text of the second half of the 15th century on paper with a “bull’s head” watermark. Purpose of Article. The study aims to analyse and summarize existing experience and technologies of the implementation strategies of library (international and national) digital projects. Methodology. The research methodology is a systematic approach to identifying and specifying technological basic requirements to create and organize library digital resources in accordance with international requirements and standards. Scientific Novelty. The scientific novelty is to create united technical and technological approaches to digitization of library collections, providing access to online digital library, digital resources integration to the international digital library projects. Conclusions. The large-scale digital library projects are implemented based on corporate involvement institutions of national memory in addition to libraries. The realization of such projects requires coordination and resolve a number of technical issues and developing common standards. The legal issues of access to digital library resources are recommended to decide on the basis of a reasonable balance between copyright creators of documents and the rights of users to access digital resources..

The purpose of the article is to characterize the professional qualities of American library workers in the information society under the influence of the introduction of computer and Internet technologies; analysis of the factors of the influence of Internet communications on changes in the emphasis of the professional activities of American librarians and the entire library profession at the international level. Methodology consists of the application of general scientific and special methods, in particular, systematic and comparative approaches, as well as problematic and analytical analysis to study the principles and trends of the library profession in US universities. Scientific novelty of the work lies in the fact that the analysis of the professional qualities of employees of American libraries in the implementation of Internet technologies; the basic characteristics of the professional competence of librarians are described, which have turned into information-computer and information-communication competencies of the library profession, which allows them to master the technological level of the profession and form educational standards and requirements in higher library and information schools of the United States. Conclusions. The transition of American libraries to the information technology platform has significantly affected the professional activities of library workers, whose status in the American information society is quite high. There is a growing influence on the professional activities of librarians of communication and information technologies, the professional competencies of librarians are expanding significantly, reaching the level of highly qualified users of computer systems and networks, with certain functions of administering library databases and information systems.

ТРАНСФОРМАЦІЯ КУЛЬТУРНО-ДОЗВІЛЛЄВОЇ ДІЯЛЬНІСТІ ПУБЛІЧНИХ БІБЛІОТЕК ПІВДНЯ УКРАЇНИ 90-х років XX ст.

Purpose of Article. The research raises questions of analysis and generalization of the experience of public libraries of the South of Ukraine in the 90's of the 20th century in cultural and leisure activities. Мethodology. The methodological basis of the research is the socio-communicative approach, general theoretical methods, comparative analysis, which allowed to investigate the transformational processes of cultural and leisure activities of the specified period. The scientific novelty of the work consists in the study of cultural and entertainment events, based on the principles of complexity, differential approach, and continuity. Conclusions. Cultural and leisure activities of libraries, formed in the 90's of the 20's century, are a deliberate process of creating conditions for a motivated personality choice of substantive action; a communicative process that promotes the assimilation, production, and distribution of spiritual and material values in the field of leisure.

ТРАНСФОРМАЦІЯ ТА РОЗШИРЕННЯ ФУНКЦІЙ БІБЛІОТЕК У СУЧАСНОМУ ЦИФРОВОМУ ПРОСТОРІ

The purpose of the article is to outline the processes of transformation of the main functions of a modern library in meeting the constantly growing information needs of users and strengthening the role of libraries in the context of the digitalization ofsociety. The methodology is based on a set of general-scientific methods(analysis, synthesis, abstraction, generalization) and approaches (systemic, socio-communicative, and innovative), as well as the comparison and relationship of theory and practice. The scientific novelty of this work is to expand ideas about the role and functions of libraries and their impact on the development of modern society in the context of digitalization. Conclusions. Expanding its functions, the library is increasingly introducing new means of accessing, creating, and processing information, using digital technologies and modern means of communication. The analysis of library functions allowed us to determine the essential (basic) functions of a modern library in the conditions of transformational changes. Among them: information, communication. Scientific libraries are characterized by the expansion (transformation) of the traditional information function into information-analytical. Such derivative functions as educational, training, leisure, etc. acquire a certain strengthening in the activity of public libraries. Information and communication functions are also being strengthened, regardless of the type of library. Thus, today the activities of libraries are enriched by the content of information, communication, cultural, educational, leisure, and other functions, which promotes interaction with the environment, the establishment of democratic and humanistic principles of development, ensuring free access to information.

Учительская интеллигенция Ярославской губернии в деле создания и развития библиотек во второй поло- вине XIX — начале ХХ века

The article shows cultural and educational activity of the teachers’ intelligentsia on the example of its two bright representatives M. N. Kapustin and P. A. Kritsky. On the basis of reports of reading rooms and archival documents shown is the role of intelligentsia in creation of libraries in the cities of the Yaroslavl province (Yaroslavl and Uglich). This is illustrated by the history of four libraries: the library of the Demidov legal lyceum of Yaroslavl, the Uglich public library, the national reading room of N. A. Nekrasov in Yaroslavl and the public city Pushkin library of Yaroslavl. P. A. Kritsky was at the origins of the three of them. Investigated is the history of libraries creation, statistics of reading rooms are compared, their need and influence on local population is analyzed.

Purpose of Article. To analyze the genesis of scientific research on social and communication processes, to clarify the «professional communication» definition, to justify the need for the modeling of communication competencies for masters of specialty 029 «Information, Librarian and Archive Science» through the teaching of relevant academic disciplines. Methodology. The methodology of the research consists of applying the system approach, comparing different communication theories, using methods of abstraction and generalization. Scientific Novelty. The author defines «professional communication» and describes the influence of the discipline «Scientific Communications» teaching on the modeling of communication competences of the future specialists in information, library, and archive field. Conclusions. The teaching of the «Scientific Communications» discipline is an integral component of the modeling of communication competences for masters of 029 «Information, Librarian, and Archive Science» specialty.

ФОРМУВАННЯ МЕДІА-ТА ІНФОРМАЦІЙНОЇ КУЛЬТУРИ: ЗАРУБІЖНИЙ ДОСВІД ПУБЛІЧНИХ БІБЛІОТЕК

The purpose of the article is to study the international experience of public libraries` activity on the formation of media and the information culture of users. Methodology. During the research, the following general scientific methods are applied: analysis, synthesis, generalization. This methodological approach allows analyzing the activity of public libraries that are involved in media education processes, according to the requirements of members of the community of particular countries, to summarize the results of this area of work. Scientific Novelty. This paper is an attempt to identify directions for improving the work of Ukrainian libraries in the formation of media and information culture considering international experience. The justified position that at the present stage of the development of society, libraries are called upon to disseminate and popularize information on the importance of digital literacy among the country’s population contributes to the formation of relevant competencies among users. Conclusions. The public libraries of Australia and Finland play a significant role in the development of media education and the display culture of their users. This follows from the joint projects of libraries with national institutions of media education and the current position of library associations in this sphere. The normative legal documents regulating issues of media and information literacy are crucial. The system of measures of national libraries should be aimed at training members of lifelong society learning, using a complex of various innovative tools and methods that meet the challenges of our time.

ФОРМУВАННЯ МОДЕЛІ ПУБЛІЧНОЇ БІБЛІОТЕКИ В УМОВАХ ОБ’ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД ПІВДНЯ УКРАЇНИ

Purpose of the article. The analysis of the specificities of formation of the public library model in the conditions of creation of the united territorial communities (UTC) of the South of Ukraine. The methodology of the research is based on the complex of general methods (analysis, synthesis, generalization, and modeling) and approaches (system, socio-communicative, modernization). The scientific novelty of the work is to conduct a comprehensive study of the possibility of choosing libraries of Odesa, Kherson, and Mykolayiv a certain profile and their own path of development in the formation of UTC as centers of legal and regional information in the form of centers of public initiatives, socio-communication platforms, multimedia mobile libraries or multicultural centers. Conclusions. Suggestions that are based on the comparison of the advantages and disadvantages of the proposed models of reforming the library network are made regarding the development of the optimal model of functioning of public libraries in the South of Ukraine, which provides for the following important elements. Firstly, automation, that is based on the development and implementation of the newest information technologies, which, in turn, activates the material and technical base modernization, organization structure, and the library staff training; providing new services or products. Secondly, renovating the activity and staff management methods. Thirdly, providing stable financing to UTC possibilities, applying marketing and advertising technologies of library activity popularization according to the UTC functioning. Next, saving the valuable stuff resource and technologies in library staff’ work. Then, organizing the UTC public library work as the informative intelligent center, cultural and leisure space, that is discovered on the Chornomorska library example. Finally, the introduction of non-stationary library services on the basis of the Law of Ukraine «On territorial communities’ cooperation».

The purpose of the article is to consider the current problems related to the formation of professional competencies of specialists in information, library, and archives studies. Methodology. The work with the selected material was based on common scientific methods of analysis and synthesis, comparison, and generalization. Descriptive and system-structural methods, as well as a document-based approach, were also used to outline the main content of the article, which enabled to reveal the necessary level of problematization of this topic of research. Scientific novelty. The article substantiates the peculiarities and problems related to the formation of professional competencies of specialists of information, library and archives studies with a focus on the need to improve the curriculum and educational programs, educational, methodological as well as software and hardware resources, the coordination of innovative educational and professional competencies of future professionals by the higher educational establishments and employers in the modern labor market and modernization of the content of education in general, its organization in accordance with the needs of the national and world markets. Conclusions. Thus, the analysis of certain aspects of formation of professional competencies of specialists in information, library and archives studies at the present stage, gives reason to argue that, despite the existing provision for the educational process in higher educational establishments, it is clearly not sufficient, both for training high-class specialists in this field, and for the development of these industries in general. It is precisely the problems that stand in the way of the formation of highly qualified specialists that lead to the understanding that the future of information, library and archival studies in our country is possible only if the educational space is transformed, because the existing form in many higher educational establishments in Ukraine make it complicated to talk about a system platform for educating specialists in information, library and archives studies, the level of training of which would correspond to innovative trends and needs of the market.
