The article describes a software management system developed at the Institute of Mathematics and Informatics, BAS, for the creation, storing and processing of digital language resources in Bulgarian. Independent components of the system are intended for the creation and management of bilingual dictionaries, for information retrieval and data mining from a bilingual dictionary, and for the presentation of aligned corpora. A module which connects these components is also being developed. The system, implemented as a web-application, contains tools for compilation, editing and search within all components.

Current information and communication systems receive, information processing and transmit information in the form of digital signals. Communication process of information into digital information system is named digitization. Information and communication systems dispose of digital information saved in electronic data bases. Systems of identifiers allow targeted information retrieval. DOI (Digital Object Identifier) is one of the most popular identifiers. It's used for identification of digital objects. DOI can be used for every type of intellectual property (physical, digital or abstract) which is named entity or object. DOI atributes document for some entity (name or series of characters) and it identifies that entity on digital network. Prerequisites for general progresss in the sphere of intellectual capital management are created by forming DOI system that means new possibilities for development of copyright law.

The penetration of ICT in the management and study of material culture and the emergence of digital cultural repositories and linked cultural data in particular are expected to enable new paths in humanities research and new approaches to cultural heritage. Success is contingent upon securing information trustworthiness, long-term preservation, and the ability to re-use, re-combine and re-interpret digital content. In this perspective, we review the use in the cultural heritage domain of digital curation and curation-aware repository systems; achieving semantic interoperability through ontologies; explicitly addressing contextual issues of cultural heritage and humanities information; and the services of digital research infrastructures.

Precondition for the overall preservation of the archival and documentary material is the systematic and regular control of the record management system, i.e. control that records and documents are properly managed. Especially important is the control of the implementation of corresponding archival legislation in record management departments and offices in order to permanently preserve the archival heritage. Archival institutions are those authorities that keep control in the creating bodies, public or private equally. Free access to archival documents represents a rather delicate issue of professional and public conflict for archivists, i.e. the archivists have to make a decision between the prescribed recommendations and actual right to access to documents that are not accessible for the time being, due to many different reasons. The pressure for the access to documents in archives is getting stronger, the communication and information technologies for information exchange more sophisticated and in addition to that the ICA took a stand that archival material create a heritage and the memory of a State and thus a memory of a Region and the World. In such circumstances, the archival and administrative authorities need to define what documents will be classified as state secrets and what documents will keep the personal integrity protected. In other words, the State needs to define what are the documents created by sensitive state bodies that do not comply to the archival legislation in the sense that they are not free accessible for the public inspection.

The paper interprets the term total archives, gives its theoretical explanation and possibilities of its practical implementation in Canadian theory and practice, which is highly valued in the world. Its distinctive feature is reviewed as positive because of its value and significance for preservation of memory totality of a community or a region. Croatian and Slovenian archival theory and practice has headed in similarly basic direction for more than a half a century. More that half a century ago, archival theory and practice in this region was developed independently from other models. Nevertheless, by comparing the principles of total archives strategy with the archival theory and practice in this region, one can notice the basic correspondence of basic archival activities. Implementation of this strategy extends the range and increases the volume of the archival records which become an object of interest to archival profession. Thus, the paper emphasises the importance of multi-level contextual appraisal of archival records in its intra-povenancial and extra-provenancial context. lntra-provenancial context consists of a creator in its narrow provenancial environment. Extra-provenancial context consists of aggregate social, political, economical and cultural environment of the creator. Some of the records could be significant in a broader context from a local to the global level. The perception of the archival records being a part of the world heritage also includes both contents and meaning of total archives strategy. In fact, it recommends a wide documentation of historical development and all the areas of the life of a community, and such a wide trail of a certain time period attempts to preserve and convey to the generations to come valuable material and non-material heritage.

The website integrates and presents information about different types of library collections, archives, museums, originated from many institutional sources. Trove features facets for limiting search results, FRBR, relevancy ranking of the site in relation to the query, social networking tools. Trove combines a wide range of information resources with highly effective search tools and data management.

This article is devoted to the development of the software system used to create an English- Russian-Ukrainian terminological dictionary. Scanned and recognized documents in MSWord format were the input data for the dictionary. Issues which appeared during the parsing of the input data are analyzed and solutions using regular expressions are identified. This article also describes the scheme of the dictionary’s lexicographical database, and its classes of models, views and view models. In addition, a detailed description of the software system from a user’s perspective is included, the prospects for the usage of the dictionary are discussed, and the methods used during the development of the system are described. The software system is built using the design pattern Model-View-View-Model. Through the use of this pattern, internal logic is separated from user interface, thus changes made in different parts of the software may be independent. The developed software system allows users to edit, to fill, and thus to create new thematic transferable electronic dictionaries. The main advantage of the system is the equality of languages, i.e. each user can decide which language is to be major.

During the preparation for the revision of the funds in the Historical Archive of Sarajevo (“Državno ravnateljstvo za gospodarstvenu ponovu -podružnlca Sarajevo”, “Riznično upraviteljstvo u Sarajevu-Ured za upravu židovskim nekretninama” and fund “Riznično upraviteljstvo u Sarajevu-Ured za podržavljeni imetak” : funds from the domain of the administration), it turned out that the funds were incomplete. Also, the revision of the documents showed that the funds were inadequately sorted. Therefore, prior to the revision, it was necessary to become more familiar with the functioning of the government of the Independent State of Croatia, especially in the domain of the ownership rights. The basic determinant was “Zakonska odredba o rasnoj pripadnosti” ( “The legal decree about the racial affiliation”). That decree resulted in many decrees and orders that specified the procedures and operations with people and property. Many subjects were involved, in many ways, in the process of the seizure of property and, afterwards, the nationalization and selling of that property. It appeared to be necessary to determine what organs of the government existed, the sequence of their founding and shutdown, as well as how they functioned.

In the last decade, there has been a significant increase in the number of papers related to machine learning and the application of machine learning in various fields of science. Belmonte et al. observed that between 2010 and 2018, the growth in the number of papers related to machine learning topics and big data was exponential. They analysed 4240 scientific publications from the Web of Science citation database [1]. Xu et al., in the analysis of publications in the International Journal of Machine Learning and Cybernetics, noted that from 2010 to 2017, the number of publications, the cooperation rate, the total number of authors, and the degree of cooperation had shown an increasing trend [2]. Dokic et al. analysed the publication of papers in which deep learning is applied in the field of agriculture and noticed that the first papers were published in 2014, and in the second half of the second decade of the 21st century, exponential growth in the number of published papers was observed [3].The objectives of this paper are primarily to analyze the literature related to the application of deep learning in apple growing, to propose the division of these papers depending on the area, and to analyze the observed trends in publishing papers related to this topic. In the analysis, only papers published in scientific journals were considered, and the condition is that they be found in the citation databases of the Web of Science or Scopus. The second section gives a brief overview of deep learning and its development and a presentation of the importance of apple growing in agriculture. The third section is an overview of papers that use deep learning methods and solve some problems in growing apples. The third section is divided into four parts, depending on the area the paper deals with. The fourth section is a discussion and conclusion.

The purpose of the article is to carry out a comprehensive analysis of the document flow of the city council and to develop models that will highlight the internal processes of electronic document flow after its implementation in the institution. The research methodology consists of the study of scientific works that highlight the methods of electronic archives and the storage of electronic documents in them, the analysis of the state of the city council in the implementation of information technologies in the work process of the institution and the selection of the necessary software, studying the economic possibilities of the institution and the prospects of using their electronic products in the field of document management. The scientific novelty consists in expanding the understanding of the need to modernize the document flow in state institutions of Ukraine, in particular in the city council, by analyzing the prospects of such innovations, detailing the internal processes of the electronic archive, and choosing a technological solution to the set goals. Conclusions. The transfer of state institutions to electronic archives will make it possible to speed up the processes of document circulation and save on the provision of physical archives. The implementation of online solutions for document management is becoming an increasingly common phenomenon because Ukraine is digitizing at a rapid pace, but problematic sectors remain, such as institutions in small towns and villages. The process of implementing electronic archives based on professional systems costs a lot of money, however, if the community does not have the necessary funds, it can be implemented completely free of charge with the help of Google Sheets. The system of electronic archives will allow institutions to work not only more efficiently, but also more safely because in times of war, there are always risks for employees, so if necessary, access to the system will be from any place where there is access to the Internet.

In this paper we are dealing with a specific approach to academic book study. We discuss the academic disciplines that deal with it (bibliology, bibliography and librarianship) pointing at the same time to the necessity of an introduction of the paradigm of the polymorphous book science, given that the aforementioned disciplines are not only intertwined but fully integrated and that a single perspective in the study of books is inadequate. Providing bibliographic and catalogue descriptions, managing holdings (especially those containing old and rare books), procuring copies and determining how rare a book is, establishing its exact edition and describing it properly – all this is impossible if one assumes a position within one field only. We point out that the academic and professional approach to book research in our region is reduced to cultural history or the ISBD standard, and in reponse to the question “what should we learn about working with books?,” we propose changing the curricula and programs of both academic and professional exams. It is necessary to introduce a new paradigm that can answer “what is activity” and “what is science”, “where is the science in librarianship” and “where is librarianship in science”, “which academic spheres (should) have a library” and “which book as its subject of study”, and finally, “what is a book?” The science of the 21st century has found answers to these questions in the concept of multidisciplinary book academia, which has the book as a medium as its subject of study. Therefore we believe that the introduction of such a concept would be a responsible move for our academic community – both towards the heritage that should be preserved and described, and towards students who need to be given the knowlegde they need for that result. It is up to us, that we – recognizing the complex nature and universality of the subject “book” and following modern science that has already placed academic book research in the intersection between bibliology and mediology – move from narrowly specialized, differentiated approaches of the subject to integrating our knowledge about it. We also believe that this must be done within the framework of a science that will deal with books, both their etymology, genealogy, evolution and archeology as well as their function in society and human life. And from whose name, according to the title of this paper, will be clear what this science is about.

Aim. Digital technologies support learning, so the search for innovative approaches is ongoing. The aim of the research is to study the role of digital technologies in developing research competencies of future Doctors of Philosophy (PhDs). The aim was achieved through the Likert scale, calculation of the variability coefficients, the level of acquired knowledge and Cohen’s kappa coefficient, correlation index. Methods. Continuous study of the methodological foundations of scientific research was provided through the iSpring Market, and Comindwork online programmes. Learning English involved using the BBC Learning English application, while OpenLearning was used to develop knowledge on the dissertation topic. Results. It was determined that the respondents who studied pedagogy, psychology, social work (Group 1) expanded their basic knowledge the most (21%). Respondents who studied journalism (Group 2) developed autonomous learning (23%). The future PhDs acquired knowledge in three subjects at a high level, contributing to developing professional competencies. Conclusions. The practical significance of the research is in developing training for PhDs with the use of digital technologies. The research prospects are related to comparing the effectiveness of training of first- and second-year PhDs as a result of the use of innovative technologies.
