The Convention of judges from Eastern Europe became relevant in a few years after the fall of dictatorships or communist, around 1990. Critics against European Court is rather the reverse: it is often very difficult to draw general conclusions from the decisions issued by this court, as the European Court usually studied in depth the circumstances of a case.
